On May 20, 2025, the Council of the European Union confirmed Switzerland's invitation to join the PESCO project "Cyber Ranges Federations." This decision acknowledges that Switzerland's involvement will add significant value to the project, particularly due to its development of the Swiss Cyber Training Range and Cyber-Defence Campus. Estonia, as the project coordinator, will formally invite Switzerland to participate following its request made in October 2024.
The "Cyber Ranges Federations" project aims to create advanced platforms for cyber training, including virtual environments for cybersecurity and cyber warfare simulations. The project seeks to enhance the capabilities of member states by centralizing existing national Cyber Ranges into a larger network, promoting standardization, interoperability, and automation in cybersecurity training and operations.
PESCO, or Permanent Structured Cooperation, is a key component of EU defense policy, facilitating deeper defense collaboration among participating EU member states. It allows for joint development of defense capabilities and coordination of investments to improve operational readiness and resilience.
Switzerland's participation aligns with the conditions established in Decision (CFSP) 2020/1639, which outlines the criteria for third states to join PESCO projects, emphasizing shared values and non-contravention of EU security interests.
