[España] MODIFICADOS LÍMITES DE GASTO PARA MODERNIZACIÓN DE LAS FUERZAS ARMADAS

El Consejo de Ministros ha aprobado un acuerdo por el que se modifican los límites establecidos en el artículo 47 de la Ley 47/2003, de 26 de noviembre, General Presupuestaria, para adquirir compromisos de gasto con cargo a ejercicios futuros, a fin de posibilitar al Ministerio de Defensa la reprogramación de siete Programas Especiales de Modernización de las Fuerzas Armadas.

A los efectos de poder reajustar e iniciar la licitación de diversos contratos en este ejercicio, se solicita la autorización del Consejo de Ministros para adquirir compromisos de gasto con cargo a ejercicios futuros en los siguientes programas:

  • Programa Pizarro: El Programa Pizarro tiene sus orígenes en los años 90 con objeto de cubrir la necesidad de una familia de vehículos de combate de cadenas para dotar a las fuerzas mecanizadas con este armamento. El importe de este proyecto asciende a 16.355.000 euros y afecta a las anualidades 2024 y 2025.
  • Programa NH-90 (II): El objeto del Programa NH-90 consiste en la renovación de helicópteros en servicio de transporte táctico de tamaño medio. Es un programa conjunto. En la actualidad consta de dos fases, la primera prácticamente finalizada, y la segunda, NH-90 (II), objeto del presente expediente. El importe de este proyecto asciende a 39.800.000 euros y afecta a los años 2024, 2025, 2026 y 2027.
  • Programa VCR 8X8: El techo de gasto del primer tramo de producción de 348 Vehículos de Combate sobre Ruedas (VCR) 8x8 fue aprobado por el Consejo de Ministros el 14 de diciembre de 2018, conforme a la revisión de la estimación de costes realizada por el grupo de evaluación de costes de noviembre de 2018. La evolución del expediente de los programas tecnológicos asociados al futuro vehículo VCR 8x8 y las conclusiones alcanzadas en éste precisan elaboración de una nueva estimación de costes del contrato en dicho tramo de producción. El importe de este proyecto asciende a 420.000.000 euros y afecta a las anualidades entre 2024 y 2028.
  • Nuevo Programa: Helicóptero MH60-R: El objeto básico de este programa es la adquisición de ocho helicópteros navales multipropósito, modelo 'Multi-Misssion Multi-Role Helicopter' (MH-60R). El importe de este proyecto asciende a 820.515.490,36 euros y afecta a las anualidades entre 2023 y 2029.
  • Nuevo Programa de Vehículo de apoyo cadenas (VAC), 1ª Fase: El Ejército de Tierra comenzó a finales de 2021 con el plan de reducción de la flota de vehículos Transporte Oruga Acorazado (TOA), estando prevista la retirada de más de la mitad de los veteranos M113 TOA en una primera fase, pasando de los 1.250 actualmente operativos a unos 600 vehículos. No obstante, de manera paralela a esta retirada de vehículos, comenzaron los estudios para el desarrollo de un Vehículo de Apoyo a Cadenas (VAC). El programa contempla la progresiva sustitución de parte de la flota del TOA por el VAC. Está previsto que el programa se celebre en varias fases. El presente expediente cubriría la primera. El importe de este proyecto asciende a 1.970.000.000 euros y afecta a los años entre 2023 y 2035.
  • Nuevo Programa de adquisición de dos Buques Hidrográficos Costeros (BHC): La antigüedad de las unidades hidrográficas con que opera la Armada obliga a renovar la actual flotilla hidrográfica para evitar que se vea comprometido el cumplimiento de sus misiones y responsabilidades. La modernización de esta flotilla, que incluye los BHC, es una necesidad de carácter militar, considerada en el planeamiento militar e incluida en el Objetivo de Capacidades Militares (OCM) 2019-2024, fundamentada en el mantenimiento del área de capacidad 'acción del Estado'. El importe de este proyecto asciende a 162.754.754,26 euros y afecta a las anualidades entre 2023 y 2026.
  • Nuevo Programa de Sistemas Aéreos Remotamente Tripulados Tácticos de Altas Prestaciones (SIRTAP): El objeto del programa es la adquisición de nueve sistemas aéreos remotamente tripulados tácticos de altas prestaciones (SIRTAP), así como el apoyo inicial logístico necesario. El importe de este proyecto asciende a 500.000.000 euros y afecta a las anualidades entre 2023 y 2031.

En consecuencia, y conforme al artículo 47 de la Ley 47/2003, de 26 de noviembre, General Presupuestaria, se solicita autorización del Consejo de Ministros para elevar los límites máximos de gasto con cargo a ejercicios futuros para el periodo 2024-2027 y el número de anualidades de 2028 a 2037.

NTSB Says Midair Pilot Overshot Pattern Turns - AVweb

The NTSB has cited airmanship and an air traffic control failure in the midair collision of a Cirrus SR22 and a Key Lime Air Swearingen SA226TC at Centennial Airport in Englewood, Colorado on May 12, 2021. The board found that the Cirrus pilot was going at least 50 knots over the recommended speed as he prepared to land. As a result, he overshot his turns from downwind to base to final by so much he ended up crossing the extended centerline of the adjacent parallel runway. T

EASA has published a 'Proposal for a Roadmap on Higher Airspace Operations (HAO)' exploring the challenges of future operations in the airspace above FL550. 

As HAO may pose safety, security and environmental risks, EASA created a Task Force composed of European Member States, the European Defence Agency (EDA) and Eurocontrol. This Roadmap summarises the work undertaken by the task force team in the last two years to ensure a uniform approach to safety, security and sustainability of air transport in the EU also in this domain. 

The document was delivered to the European Commission on March 10, 2023. It recommends a number of progressive actions, focussing initially on studies, tests and demonstrators, supported by the concept of regulatory sandboxes to allow the first higher airspace operations (not yet existing at large scale in Europe) while learning from these to optimally design the future regulatory framework.
