Boeing Sees Growing Demand for New Airplanes in Southeast Asia

20-year outlook projects 4,210 new airplanes needed, valued at $650 billion

SINGAPORE, Sept. 21, 2017 /PRNewswire/ -- Boeing [NYSE: BA] projects a demand for 4,210 new airplanes, valued at $650 billion, over the next 20 years in Southeast Asia.

The company presented its Southeast Asia Current Market Outlook (CMO) today during a briefing at Boeing's regional headquarters in Singapore. The annual report forecasts the region will continue its strong annual traffic growth at 6.2 percent, outpacing the world's average growth rate by 1.5 percent.

"Southeast Asia continues to be one of fastest growing markets in the world – and a key focus area for Boeing – as the region accounts for more than 10 percent of the total global demand," said Dinesh Keskar, senior vice president of Asia Pacific and India Sales, Boeing Commercial Airplanes.

"Driven by fierce competition and growing passenger demand, airlines in Southeast Asia need the most capable, flexible, economical and passenger preferred airplanes available," added Keskar. "With their new technologies, superior capabilities and advanced efficiencies, the continued orders for the 737 MAX, including the new 737 MAX 10, as well as the 787 Dreamliner, demonstrate the value Boeing's airplanes are providing to airlines in region."

Single-aisle airplanes, such as the 737 MAX family, will account for more than 70 percent of new deliveries. As in previous years, the low-cost business model continues to be a main driver of traffic growth in Southeast Asia, growing to more than 50 percent of the total Southeast Asian market by the end of the forecast period.

Boeing, Turkish Industry Establish Aerospace Initiative



Turkish Airlines announces intent to order 40 787-9 Dreamliners



NEW YORK, Sept. 21, 2017 /PRNewswire/ -- Boeing [NYSE: BA] and Turkish Airlines today announced the airline's intention to order 40 787-9 Dreamliners. The order will be reflected on the Boeing Orders and Deliveries website once finalized.

"The 787 Dreamliner is the most technologically advanced airplane in the world," said M. İlker Aycı, chairman of the board and the executive committee, Turkish Airlines. Specialists of the Central Aerohydrodynamic Institute named after Professor N.E. Zhukovsky (TsAGI, a member of the National Research Center “Institute named after N.E. Zhukovsky”) together with their European colleagues started a series of experiments under the AFLoNext EU project.

Studies of flow control techniques on a wing section of a civil aircraft in landing conditions take place in the largest TsAGI wind tunnel. To control the flow, the scientists use actuators based on two different the pulsed jet approaches.

At the present stage, the TsAGI’s experts together with delegations of the partner companies Airbus, DLR, Fraunhofer and NLR assembled and prepared a model for testing, adjusted the measuring equipment and the developed flow control systems, adapted the systems for collecting and processing information obtained during the experiments, and started aerodynamic tests. In this case, the large-scale model of a wing compartment acts as a demonstrator where the aerodynamic effectiveness of the developed actuator approaches is validated.

“The problems under consideration and the ways to solve them are challenging and largely advanced. If the project shows positive results, the experience and the technologies developed can be exploited for the needs of the domestic aviation industry,” said Ph.D., Head of sector of the Department for Aerodynamics of Aircraft and Missiles of TsAGI and Leader of TsAGI team in the AFLoNext project Vitaly Sudakov.

AFLoNext (“2nd Generation Active Wing” — Active Flow- Loads & Noise control on next generation wing") is a research project funded in the framework of the 7th EU Framework Programme under the Grant Agreement No. 604013, in which 40 organizations participate including TsAGI. The main goal of the research is to develop technologies to improve aerodynamic characteristics of next-generation civil aviation aircraft based on innovative developments in the field of airflow control systems. The project was launched in 2013.

Demonstrator 3 aerospike engine ready to start tests




The ground test stand and aerospike engine for the Demonstrator 3 rocket are ready for tests at ARCA Space Corporation. The effort was completed in 60 days since the start of fabrication. The system will perform a series of ground tests that will ultimately qualify the engine for flight. After the ground tests, the same engine will be integrated into the Demonstrator 3 rocket that will perform a suborbital space flight up to an altitude of 120 km above the New Mexico desert. It will be the first ever flight of a linear aerospike engine and the first ever space flight of an aerospike engine. The engine, with a sea level thrust of 4.2 tons, uses hydrogen peroxide 70% as monopropellant. Engineers at NASA's Marshall Space Flight Center in Huntsville, Alabama, tested NASA's first 3-D printed rocket engine prototype part made of two different metal alloys through an innovative advanced manufacturing process. NASA has been making and evaluating durable 3-D printed rocket parts made of one metal, but the technique of 3-D printing, or additive manufacturing, with more than one metal is more difficult.

“It is a technological achievement to 3-D print and test rocket components made with two different alloys,” said Preston Jones, director of the Engineering Directorate at Marshall. “This process could reduce future rocket engine costs by up to a third and manufacturing time by 50 percent.”

Engineers at Marshall, led by senior engineer Robin Osborne, of ERC, Inc. of Huntsville, Alabama, supporting Marshall's Engine Components Development and Technology branch, low-pressure hot-fire tested the prototype more than 30 times during July to demonstrate the functionality of the igniter. The prototype, built by a commercial vendor, was then cut up by University of Alabama in Huntsville researchers who examined images of the bi-metallic interface through a microscope. The results showed the two metals had inter-diffused, a phenomenon that helps create a strong bond.

A rocket engine igniter is used to initiate an engine’s start sequence and is one of many complex parts made of many different materials. In traditional manufacturing, igniters are built using a process called brazing which joins two types of metals by melting a filler metal into a joint creating a bi-metallic component. The brazing process requires a significant amount of manual labor leading to higher costs and longer manufacturing time.

“Eliminating the brazing process and having bi-metallic parts built in a single machine not only decreases cost and manufacturing time, but it also decreases risk by increasing reliability,” said Majid Babai, advanced manufacturing chief, and lead for the project in Marshall’s Materials and Processes Laboratory. “By diffusing the two materials together through this process, a bond is generated internally with the two materials and any hard transition is eliminated that could cause the component to crack under the enormous forces and temperature gradient of space travel.”

For this prototype igniter, the two metals – a copper alloy and Inconel -- were joined together using a unique hybrid 3-D printing process called automated blown powder laser deposition. The prototype igniter was made as one single part instead of four distinct parts that were brazed and welded together in the past. This bi-metallic part was created during a single build process by using a hybrid machine made by DMG MORI in Hoffman Estates, Illinois. The new machine integrated 3-D printing and computer numerical-control machining capabilities to make the prototype igniter.

While the igniter is a relatively small component at only 10 inches tall and 7 inches at its widest diameter, this new technology allows a much larger part to be made and enables the part’s interior to be machined during manufacturing—something other machines cannot do. This is similar to building a ship inside a bottle, where the exterior of the part is the “bottle” enclosing a detailed, complex “ship” with invisible details inside. The hybrid process can freely alternate between freeform 3-D printing and machining within the part before the exterior is finished and closed off.

“We’re encouraged about what this new advanced manufacturing technology could do for the Space Launch System program in the future,” said Steve Wofford, manager for the SLS liquid engines office at Marshall. “In next generation rocket engines, we aspire to create larger, more complex flight components through 3-D printing techniques.”

WHITE SANDS MISSILE RANGE, N.M., Sept. 20, 2017 /PRNewswire/ -- A Lockheed Martin (NYSE: LMT) prototype laser weapon system proved that an advanced system of sensors, software and specialized optics can deliver decisive lethality against unmanned aerial vehicle threats.


In tests conducted with the U.S. Army's Space and Missile Defense Command in August, the 30-kilowatt class ATHENA (Advanced Test High Energy Asset) system brought down five 10.8' wingspan Outlaw unmanned aerial systems at the Army's White Sands Missile Range in New Mexico. The system defeated airborne targets in flight by causing loss of control and structural failure. Lockheed Martin and the Army will conduct post mission reviews, and data collected will be used to further refine the system, improve model predictions and inform development of future laser systems.

ATHENA is a transportable, ground-based system that serves as a low-cost test bed for demonstrating technologies required for military use of laser weapon systems. Lockheed Martin funded ATHENA's development with research and development investments. It uses the company's 30-kilowatt Accelerated Laser Demonstration Initiative (ALADIN) that provides great efficiency and lethality in a design that scales to higher power levels. ATHENA is powered by a compact Rolls-Royce turbo generator.

Boeing, Japan Airlines Announce Order for Four 787-8 Dreamliners



SEATTLE, Sept. 20, 2017 /PRNewswire/ -- Boeing [NYSE: BA] and Japan Airlines (JAL) announced an order today for four 787-8 Dreamliners. The order, which was previously listed on the Boeing Orders & Deliveries website, attributed to an unidentified customer, is valued at more than $900 million at current list prices and will expand JAL's Dreamliner fleet to 49 airplanes.

"This order for additional 787 Dreamliners, is a key part of our strategy as we look to bolster our existing route network and strengthen our position ahead of the 2020 Summer Olympic Games in Tokyo," said Yoshiharu Ueki, President of Japan Airlines. "The superior noise performance of the 787 will play a critical role in meeting our commitment for quieter operations within our domestic network going forward."

Japan Airlines currently operates the second largest 787 Dreamliner fleet in the world, with 34 airplanes. The carrier is expected to receive its 35th Dreamliner, a 787-9 later this week. With this new order, Japan Airlines' 787 fleet include 29 787-8s and 20 787-9 airplanes.

The 787 Dreamliner family is being operated on more than 530 routes, with 150 brand new nonstop routes planned or in service since the airplane began commercial service in 2011. To date, 69 customers worldwide have placed orders for 1,278 airplanes, making the 787 Dreamliner the fastest selling twin-aisle airplane in Boeing history.

[biggest aircraft] Stratolaunch Aircraft complets First Phase of Engine Testing







The Stratolaunch team is proud to announce that our aircraft is one step closer to providing convenient, reliable, and routine access to low Earth orbit.

We hit another important milestone this week by completing the first phase of engine testing. For the first time we started the aircraft’s six Pratt & Whitney turbofan engines.

Engine testing was conducted with a build-up approach and consisted of three phases. First as a ‘dry motor,’ where we used an auxiliary power unit to charge the engine. Next, as a ‘wet motor,’ where we introduced fuel. Finally, each engine was started one at a time and allowed to idle. In these initial tests, each of the six engines operated as expected.


It has been a busy, exciting, and productive several months since the aircraft left the hangar for the first time and began ground and flight line testing.


The team completed fuel testing, testing all six fuel tanks to ensure proper operations. Each of the six fuel tanks were filled independently to ensure proper operations of fuel mechanisms and to validate the tanks were properly sealed.

In addition to fuel testing, we began testing the flight control system. So far we have exercised the full limits of motion and rate of deflection of control surfaces on the wing and stabilizers.

Building up to this week’s engine tests, prerequisite testing of the electrical, pneumatic, and fire detection systems were completed successfully.

Over the next few months, we will continue to test the aircraft’s engines at higher power levels and varying configurations, culminating to the start of taxi tests.

As we work toward that milestone, we look forward to sharing additional details on the aircraft’s journey.

Nanosat fleet proposed for voyage to 300 asteroids

A fleet of tiny spacecraft could visit over 300 asteroids in just over three years, according to a mission study led by the Finnish Meteorological Institute. The Asteroid Touring Nanosat Fleet concept comprises 50 spacecraft propelled by innovative electric solar wind sails (E-sails) and equipped with instruments to take images and collect spectroscopic data on the composition of the asteroids. Each nanosat would visit six or seven asteroids before returning to Earth to deliver the data. The concept will be presented by Dr Pekka Janhunen at the European Planetary Science Congress (EPSC) 2017 in Riga on Tuesday 19th September.

“Asteroids are very diverse and, to date, we’ve only seen a small number at close range. To understand them better, we need to study a large number in situ. The only way to do this affordably is by using small spacecraft,” says Janhunen.

In the mission scenario, the nanosats flyby their target asteroids at a range of around 1000 kilometres. Each nanosat carries a 4-centimetre telescope capable of imaging the surface of asteroids with a resolution of 100 metres or better. An infrared spectrometer analyses spectral signatures in light reflected or emitted by the asteroid to determine its mineralogy. The instruments can be pointed at the target using two internal reaction wheels inside the nanosats.

“The nanosats could gather a great deal of information about the asteroids they encounter during their tour, including the overall size and shape, whether there are craters on the surface or dust, whether there are any moons, and whether the asteroids are primitive bodies or a rubble pile. They would also gather data on the chemical composition of surface features, such as whether the spectral signature of water is present,” says Janhunen.

E-sails make use of the solar wind – a stream of electrically charged particles emitted from the Sun – to generate efficient propulsion without need for propellant. Thrust is generated by the slow rotation of a tether, attached at one end to a main spacecraft carrying an electron emitter and a high-voltage source and at the other to a small remote unit. The spinning tether completes a rotation in about 50 minutes, tracing out a broad, shallow cone around a centre of mass close to the main spacecraft. By altering its orientation in relation to the solar wind, the nanosat can change thrust and direction.

The thrust generated by E-sails is small; a 5 kilogramme spacecraft with a 20-kilometre tether would give an acceleration of 1 millimetre per second at the distance of the Earth from the Sun. However, calculations show that, on top of the initial boost from launch, this is enough for the spacecraft to complete a tour through the asteroid belt and back to Earth in 3.2 years. Nanosatellites do not have the capacity for a large antenna, so the concept includes a final flyby of Earth to download the data. The overall mission would cost around 60 million Euros, including launch, giving a cost of about 200,000 Euros for each asteroid visited.

“The cost of a conventional, state-of-the-art mission to visit this number of asteroids could run into billions. This mission architecture, using a fleet of nanosats and innovative propulsion, would reduce the cost to just a few hundred thousand Euros per asteroid. Yet the value of the science gathered would be immense,” says Janhunen.

Airbus encourages Northern Ireland’s SMEs to look to Space for new business opportunities



Guildford, 18 September 2017 – Airbus Defence and Space in partnership with Digital Catapult NI, Invest Northern Ireland and the Northern Ireland Space Office launches a new space challenge to encourage Northern Ireland small and medium-sized enterprises and research institutions to generate new business opportunities using satellite imagery. The winner will be allowed to secure satellite imagery worth €20,000 from Airbus-owned or operated Earth observation satellite systems.

British Airways has entered a partnership to design a series of waste plants that convert household waste into renewable jet fuel to power its fleet.

The partnership, with Velocys, a renewable fuels company, is part of the airline’s plans to develop long-term, sustainable fuel options.

The first plant will take hundreds of thousands of tonnes of household waste per-year, destined for landfill or incineration, including nappies, plastic food containers and chocolate bar wrappers, and convert it into clean-burning, sustainable fuels. This will contribute to the airline’s commitment to reduce net emissions by 50 per cent by 2050.

As well as helping the airline industry reduce its carbon emissions this initiative will also significantly reduce the amount of waste going to landfill. The UK still sends more than 15 million tonnes of waste per year to landfill sites which not only damages our natural environment but also releases further greenhouse gases affecting climate change.

The planned plant will produce enough fuel to power all British Airways’ 787 Dreamliner operated flights from London to San Jose, California and New Orleans, Louisiana for a whole year. It would be the first plant of this scale. The airline plans to supply its aircraft fleet with increasing amounts of sustainable jet fuel in the next decade.

The jet fuel produced at the plant will deliver more than 60 per cent greenhouse gas reduction, compared with conventional fossil fuel, delivering 60,000 tonnes of CO2 savings every year. This will contribute to both global carbon emissions reductions and local air quality improvements around major airports.

During the past week the Department for Transport has published changes to the Renewable Transport Fuels Obligation (RTFO), and for the first time, sustainable jet fuel will be included in its incentive scheme. These changes to the RTFO are designed to promote sustainable aviation. Once implemented, they are expected to provide long term policy support for this market.

Willie Walsh, IAG chief executive, said: “Sustainable fuels will play an increasingly critical role in global aviation, and we are preparing for that future.

“Turning household waste into jet fuel is an amazing innovation that produces clean fuel while reducing landfill.

“From developing innovative operating techniques, to investing in the most modern and efficient aircraft, we have a strong track record in researching, identifying and implementing ways to reduce emissions.

“This partnership continues this tradition, and shows how we are investing in our long-term future – and that of our customers.”

Partnership formed, aimed at waste-to-jet-fuel plants in UK

Velocys plc (VLS.L), the renewable fuels company, is pleased to announce that it has entered into a partnership to prepare the business case for a commercial scale waste-to-renewable-jet-fuel plant in the UK. Velocys will lead this initial feasibility stage of the project, for which all members of the partnership are providing funding. Subject to this and to the successful completion of all development stages, the aim is to achieve a final investment decision in 2019.

The members of the partnership include:
British Airways, the UK's largest international airline, which intends to fly with the jet fuel made in the plant;
Suez, a world leading expert in recycling and waste management, which intends to provide technical and operational expertise and manage the supply of feedstock to the project;
Norma, an affiliate of Ervington Investments, Velocys' largest investor, which is a potential investor in the project;
Velocys, which intends to supply its technology to the plant and provide project management, engineering, operations and technical service support to the project going forward.

The plant would take hundreds of thousands of tonnes per year of post-recycled waste, destined for landfill or incineration, and convert it into clean-burning, sustainable fuels. The jet fuel produced is expected to deliver over 60% greenhouse gas reduction and 90% reduction in particulate matter emissions compared with conventional jet fuel, thereby contributing to both carbon emissions reductions and local air quality improvements around major airports.

Velocys believes that there is the opportunity to develop a series of waste-to-jet fuel plants in the UK. The changes to the Renewable Transport Fuels Obligation (RTFO) recently published by the Department for Transport provide the required commercial platform for this opportunity; for the first time, jet fuel is to qualify for credits under the RTFO. These changes to the RTFO are designed to promote sustainable aviation and heavy goods transport; once implemented, they are expected to provide long term policy support for this market.

The Company and its partners anticipate making further announcements concerning the project as it progresses.

The aircraft will be operated by Cathay Dragon, the regional carrier of the Group, on services linking its Hong Kong home base with destinations across Asia. The purchase agreement firms up an MOU announced last month.

The new A321neo aircraft will replace and modernise Cathay Dragon’s current in-service fleet of 15 A320s and eight A321s, with the additional aircraft allowing the airline to capture growth opportunities in the region. The Cathay Dragon network currently covers 56 Asian destinations, including 28 in mainland China.

Cathay Dragon is an all-Airbus operator, with a current fleet of 23 A320 Family aircraft and 24 widebody A330-300s. In addition, Cathay Pacific operates 37 A330-300s, making the Group the largest A330 operator in the Asia-Pacific region. Cathay Pacific also operates the all-new long haul A350 XWB, with 18 A350-900s already in service. The carrier has another 30 A350 XWBs on order for future delivery, including the A350-900 and larger A350-1000.

The A321 is the largest member of the A320 Family and seats up to 240 passengers, depending on cabin configuration. Incorporating the latest engines, aerodynamic advances and cabin innovations, the A321neo offers a reduction in fuel consumption of up to 20 per cent per seat.

The A320 Family is the world’s best-selling single-aisle product line and comprises four models (A318, A319, A320, A321) seating from 100 to 240 seats. To date, the Family has won over 13,200 orders and more than 7,700 aircraft have been delivered to some 400 customers and operators worldwide.

The Boeing [NYSE:BA] proposal for its MH-139 helicopter to replace the U.S. Air Force’s aging Huey fleet could save more than $1 billion in acquisition costs and lifecycle expenses.

The company today submitted its bid for the Air Force to buy up to 84 MH-139s to protect the country’s intercontinental ballistic missiles and meet certain domestic military transport needs. A contract award is expected next year. The UH-1N Huey fleet entered service in the 1970s.

The MH-139 is based on the AW139 that’s in service with more than 250 government, military, and commercial operators around the world. Leonardo Helicopters builds the market-leading aircraft in Philadelphia.

TsAGI aerodynamicists test a model of a lightweight convertible airplane



In July, specialists of the Zhukovsky Central AeroHydrodynamic Institute (TsAGI, a member of the National Research Center “Institute named after N.E.Zhukovsky”) completed another testing cycle of a lightweight convertible airplane (LCA). The work was carried out in TsAGI’s wind tunnel T-102 as part of a government contract with the Ministry of Industry and Trade of the Russian Federation.

The lightweight convertible aircraft is designed to transport 50 passengers or 6 tons of cargo on local and regional lines with a cruising speed of 480 km/h. A distinctive feature of the project is the possibility of utilizing the LCA both for passenger and for transport of goods without changing the design.

The experimental research was carried out in two stages: first to identify aerodynamic characteristics of the LCA’s isolated fuselage at climb mode and crosswind; and to study the distinctive aerodynamic characteristics of the propeller design.

The next step will be tests with a propulsion simulator of the LCA with running propellers, including the failure of one engine. Examining the characteristics of the complete layout and its individual elements, scientists will make conclusions about the impact of interference on the aerodynamic performance of the aircraft. TsAGI specialists noted that the current work showed a high level of aerodynamic characteristics of a prospective aircraft in a wide range of angles of attack and sliding

Lockheed Martin Unveils a New Lightweight Canister Launched Unmanned Aircraft System at the Defence and Security Equipment International Exhibition (DSEI)



Lockheed Martin (NYSE: LMT) unveiled a new small unmanned aircraft system (UAS) that has been designed and developed in the UK at the Defence and Security Equipment International (DSEI).


OUTRIDER is a lightweight, canister launched UAS that has been designed by engineers at Lockheed Martin UK's Havant facility in partnership with Wirth Research, an engineering company with specialisation in aerodynamics and composite materials. At only four inches wide and weighing only 1.7 kilograms, it is designed to be used in environments where conventional, larger unmanned air systems are not practical. Despite its size, OUTRIDER can travel up to 50 knots and boasts the best payload capacity and endurance when compared with similar UAS's.

Launched at the press of a button, OUTRIDER can be operated remotely or has the ability to be autonomous. It features a high-definition TV and infrared camera to give the operator enhanced situational awareness. The versatility of OUTRIDER means it has potential military, civil or commercial use and Lockheed Martin UK plans to offer it to market both in the UK and to interested export customers too.

Vienna/Toulouse, 18 September 2017 – On Monday, Airbus (stock exchange symbol: AIR) filed a submission to the Vienna Public Prosecutor in response to allegations of deception in the procurement of Eurofighter combat aircraft in 2003, which have been made by Austrian Defence Minister Hans Peter Doskozil. In this submission, the company (Airbus Defence and Space GmbH) denies all allegations made by the Minister in his 16 February 2017 press conference and in his submission of a criminal “statement of (alleged) facts” to the Vienna Public Prosecutor.

Airbus’ initial criticism is about the highly questionable manner which the Defence Minister chose to file the criminal “statement of (alleged) facts”, and the prejudicial information policy which he pursued in this context. These actions constitute violations of economic and fundamental rights.

To raise such allegations, combined with damage claims running into the millions, 16 years after the tender and eight years after delivery of the last Eurofighter aircraft, appears highly abstruse and politically motivated. This is why the Defence Minister refrained from confronting Eurofighter Jagdflugzeug GmbH directly with the allegations before publicly shaming and blaming the company. This characterisation also holds true for the Minister’s attempt to circumvent the statute of limitations, and to justify the unconstitutional retroactive application of the Corporate Criminal Liability Act of 2006 by construing an alleged continuing deception over many years.



“This is a flagrant violation of European principles of the rule of law and of fundamental constitutional principles,” said Airbus Senior Counsel Dr Peter Kleinschmidt.


Government officials must adhere to the principles of objectivity, truthfulness and fairness in their public statements, particularly when – as in this case – the state acts as the alleged victim, the prosecutor and the judge at the same time. “The Defence Minister’s sole intent here is to create a scenario of intimidation in order to generate civil law concessions which would otherwise not be achievable through a proper legal process,” Dr Kleinschmidt said.

More specifically, the Defence Minister raised the following two accusations: Eurofighter Jagdflugzeug GmbH was “neither able nor willing” to deliver the aircraft at the time of the contract’s conclusion in 2003. Furthermore, the Minister alleges that the costs for the offset transactions to be placed by Eurofighter were not stated separately in a proposal dated 2002. On that account, the Defence Minister asserts that he was deceived.


“These accusations are factitious and legally groundless,” Dr Peter Kleinschmidt said. “There was neither any deception, nor any error.”

1. The aircraft were delivered as specified in the contract. From the beginning, the contract allowed the supplier to deliver either aircraft from the earlier production run, known as Tranche 1 (with a defined upgrade obligation) or from a later production run, the so called Tranche 2. As all parties involved were aware that the production Tranches were defined by the Eurofighter Core Nations (United Kingdom, Germany, Italy, Spain), which had invested billions in the development of the Eurofighter programme. Both the ability and the willingness to deliver were given at all times. Delivery began following a reduction in the order quantity from 18 to 15 Tranche 1 aircraft, which was agreed at Austria’s request in 2007. Delivery was completed – as required by the contract – in 2009. It is thus absurd to claim that the manufacturer of Europe’s most modern combat aircraft would not have wanted to deliver such aircraft to its first export customer. It is the business model of Eurofighter Jagdflugzeug GmbH to deliver Eurofighter aircraft.

2. There were no costs for offset transactions beyond the lump sum price (it was only such costs which item 40 of the Request for Proposal referred to) and therefore no such costs could be stated. Furthermore, it was commonly known that offset transactions would trigger operational expenses and had to be included in the overall lump sum price. The Austrian government never specifically asked for any information on the cost of offset transactions during the long-running tender process. That alone speaks for itself. Additionally, the offset transactions were no relevant criterion for the selection of the best bidder and thus could not have an impact on the evaluation of the offers.

Eurofighter clearly won the tender both technically and commercially and was identified as the best bidder (including the purchase price). This was re-affirmed just recently by former Austrian Chancellor Dr. Wolfgang Schüssel. In June 2017, he testified before the Parliamentary Investigative Committee in Vienna that the Eurofighter had come out “lightyears” better in the bidding process than the competing Swedish product. “The Eurofighter was ahead in the ‘must-have’ criteria, and miles ahead in the discretionary criteria. So, it is entirely wrong to believe that these two aircraft are types that are able to operate on more or less the same level [...] The offset transactions were, of course, extremely interesting, but they were not decisive for the decision, which was based solely on the military quality of the aircraft and, of course, on the reasonable price,” Dr. Schüssel said.

Today, Airbus is convinced that the offset volume, which has already been submitted, exceeds its obligations under the offset business contract with the Republic of Austria; this was also confirmed before the Parliamentary Investigative Committee by the representative of the Ministry of Economy, which is responsible for the offset transactions.[1]

The requirement to provide offset business was imposed by the Republic of Austria. The offset transactions have greatly helped Austrian companies to achieve a lasting and successful involvement in the aeronautics business which is a growing industry. Just to mention one example among many, Austrian-based FACC recently signed a contract with Airbus worth over € 500 million as a technology partner for the new A320 “Airspace” cabin.
