Principales derechos para los viajeros en la UE

La Comisión Europea acaba de publicar una lista de 12 puntos que
contienen los principales derechos y algunas recomendaciones para los
viajeros.

1. Los viajeros cuyo vuelo se anule sin aviso previo o se retrase más
de cinco horas podrán reclamar la devolución de los costes o reclamar
un nuevo vuelo.

2. En caso de anulación o retraso, los viajeros tendrán derecho a
recibir atención así como, en algunos casos, a recibir una
compensación. La compañía de vuelo debe informar de sus derechos a
los pasajeros.

3. Si el equipaje resulta extraviado o dañado, los pasajeros podrán
recibir una compensación de hasta 1.223 euros (1.700 dólares).

4. En el caso de las reservas realizas en Internet, las compañías
aéreas deben mostrar el precio final de los vuelos de forma clara.
Deberán especificar claramente las tasas de vuelo aeroportuarias.

5. Los pasajeros sólo podrán trasportar una cantidad limitada de
líquidos en el equipaje de mano. Se permite portar un máximo de 100
mililitros de líquido en cada botella, tubo o frasco.

6. Antes de comprar sus billetes de vuelo para fuera de Europa, los
viajeros deben comprobar si la compañía de vuelo se encuentra en la
"lista negra" de la Unión Europea (UE).

7. Las personas discapacitadas y con movilidad reducida deben tener un
acceso libre de barreras a aviones y trenes. Además recibirán una
atención especial antes, durante y después del vuelo o
del viaje en tren. En el caso de las desplazamientos en avión, se
recomienda avisar a la aerolínea con al menos 48 horas de antelación.

8. En viajes de ferrocarril transfonterizos, si el viaje resulta
anulado o se retrasa durante más de una hora, los usuarios tendrán
derecho a recibir atención, una compensación así como un viaje en
sustitución por el trayecto anulado o retrasado.

9. Si durante el viaje en tren, el equipaje resulta dañado, los
pasajeros tienen derecho a una indemnización de hasta 1.300 euros. En
caso de accidente, existe el derecho de cobetura y de indemnización
para los pasajeros y sus familias.

10. Las compañías ferroviarias deben poner a disposición de los
pasajeros puestos de atención al cliente en el que se diriman sus
quejas en el plazo máximo de un mes.

11. Los viajeros que contraten paquetes vacacionales deben comprobar
que el precio y todas las informaciones están claramente
especificadas.

12. Uno de cada cuatro accidentes están relacionados con el consumo de
alcohol y drogas. Los turistas no deben viajar bajo las influencias de
esas sustancias.

Fuentes de las cajas indicaron ayer que Madrigal comprará una participación del 18% en Aciturri, grupo que ya estaba participado por algunas de las entidades de ahorro regionales. La operación se ha desarrollado en dos plazos, dado que Madrigal había consumido todos los fondos para inversiones previstos este año, de manera que en el mes de octubre pasado se aprobó una inversión de 15 millones de euros que ahora se complementa con otra, por la misma cantidad que será asignada al presupuesto del año 2010

Fomento prepara una nueva normativa para mejorar la seguridad aérea

 
Madrid.- El Ministerio de Fomento trabaja en la actualización de diversas normativas que serán tramitadas en las próximas semanas, como la Ley de Seguridad Aérea, las normas relativas al descanso de las tripulaciones, la investigación de accidentes o la concreción de las competencias estatales en aeropuertos autonómicos.

 El último Consejo de Ministros recibió un Informe del Ministro de Fomento sobre un paquete normativo para la mejora de la seguridad aérea, cuyo objetivo prioritario y común es reforzar la necesaria confianza en el sector aéreo, en su seguridad y en sus profesionales.

 Entre las normas presentadas, que serán tramitadas en las próximas semanas, cabe destacar el Anteproyecto de Ley para la actualización de la Ley de Seguridad Aérea que se centra en reforzar el enfoque preventivo así como las capacidades de inspección de la Administración del Estado

Madrigal invierte 30 millones para crear 350 empleos en Valladolid y Burgos

El grupo Aciturri, que trabaja para los sectores aeronáutico,
electrónico, automoción y de bienes de equipo, utilizará esta cantidad
para financiar el Plan de Expansión que ha puesto en marcha tras
acordar dos adjudicaciones con Airbus, ha informado hoy la sociedad.

Madrigal Participaciones ya aprobó el pasado mes de octubre invertir
15 millones del presupuesto de 2009 en el Grupo Aciturri, cantidad que
ha completado ahora con otros 15 millones que corresponden al
presupuesto de 2010.

their bids for as many as 99 engines for the Tejas Light Combat

aircraft in Afghanistan. That single fact reveals the continued
development of low-observable UAVs, hidden aspects of the surveillance
buildup in Afghanistan, the footprint of an active "black aircraft
world" that stretches to Southwest Asia, and links into the Pentagon's
next-generation recce bomber.

The mystery aircraft—once referred to as the Beast of Kandahar and now
identified by the U.S. Air Force as a Lockheed Martin Skunk Works
RQ-170 Sentinel—flew from Kandahar's airport, where it was
photographed at least twice in 2007. It shared a hangar with Predator
and Reaper UAVs being used in combat operations. On Dec. 4, three days
after declassification was requested, Aviation Week revealed the
program on its web site. Like Predator and Reaper, the Sentinel is
remotely piloted by aircrews—in this case the 30th Reconnaissance
Sqdn. (RS) at Tonopah Test Range Airport in the northwest corner of
the Nevada Test and Training Range.

últimos años han pasado a ser noticia y parte importante del
patrimonio colectivo de los barceloneses. Los días 17, 18 y 19 de
diciembre el Museo de Historia de Barcelona organiza las jornadas «Los
refugios antiaéreos de Barcelona. Criterios de intervención
patrimonial».

En la ciudad existen cientos de refugios antiaéreos, algunos acabados
y otros sin acabar, que son el resultado de la política de defensa
pasiva que pusieron en marcha el Ayuntamiento de la ciudad, la
Generalitat de Cataluña y la ciudadanía para protegerse de los ataques
aéreos de la aviación franquista.

La gran cantidad de refugios localizados como resultado de los
procesos urbanísticos obliga a estudiar cuáles son las mejores formas

Decreto por el que se regula la seguridad aeronáutica en las
demostraciones aéreas civiles con el objeto de incrementar la
seguridad en el desarrollo de este tipo de actividades.

Se determinan las condiciones aeronáuticas de seguridad que deben
cumplir las demostraciones aéreas civiles, la naturaleza y el
procedimiento para la obtención de la declaración de conformidad
aeronáutica, así como el régimen asegurador de las aeronaves que
participan en las exhibiciones. Con ello se establecen unos criterios
y pautas para la correcta organización y desarrollo de las
demostraciones tanto para colaborar en el crecimiento ordenado y
seguro de la actividad aeronáutica, como para mejorar el conocimiento
y promoción de la aviación general y deportiva en España.

The X-51A WaveRider was carried aloft for the first time Dec. 9 by an
Air Force Flight Test Center B-52 Stratofortress over Edwards Air
Force Base, Calif. The test was a key milestone in the X-51 test
program. In 2010, USAF officials plan to light its supersonic
combustion ramjet engine and propel the aircraft at hypersonic speed
for about five minutes before plunging it into the Pacific Ocean.

"This was a great day for the program," said Charlie Brink, X-51A
program manager with the Air Force Research Laboratory at
Wright-Patterson AFB, Ohio. "The early look is we successfully
captured all of our test points without any anomalies. I'm really
proud of the AFRL, Air Force Flight Test Center, and Boeing/Pratt
Whitney Rocketdyne teams' efforts to move us toward the big event.
That flight test is currently planned in about two months, he said.

El A400M, el nuevo avión de transporte de Airbus Military, surca los cielos

Esta mañana, el nuevo A400M de Airbus Military despegó desde el
aeropuerto de Sevilla rumbo al cielo para llevar a cabo su primer
vuelo inaugural. El primer avión, completamente nuevo, del siglo XXI
despegó desde la pista 09 a las 10:15h, hora local (09:15 UTC).

Edward "Ed" Strongman, jefe de pilotos de pruebas y de 60 años de
edad, comandaba el avión con la ayuda de Ignacio "Nacho" Lombo, piloto
de pruebas experimentales de 43 años de edad, sentado en el asiento de
la derecha. Otros cuatro ingenieros subieron al avión: Jean-Philippe
Cottet, ingeniero senior de ensayos en vuelo de 43 años de edad,
responsable de todo lo relacionado con los motores; Eric Isorce,
ingeniero senior de ensayos en vuelo de 52 años de edad, responsable
de los sistemas y del rendimiento del avión; Didier Ronceray,
ingeniero senior de ensayos en vuelo de 54 años de edad, responsable
de cualidades de manejo del avión; y Gérard Leskerpit, ingeniero de
ensayos en vuelo de 50 años de edad.

La suma total de las horas de vuelo de esta tripulación internacional
supera las 31.000.

El avión, con un peso de despegue de 127 toneladas, iba equipado con
15 toneladas de equipo de pruebas que incluían dos toneladas de agua
de lastre. El vuelo fue monitoreado en tiempo real por los equipos de
ingenieros en Sevilla y Toulouse, utilizando un sistema de telemetría
aire-tierra de última generación. La tripulación explorará las
características de maniobra del avión en todas las configuraciones de
los alerones, comprobará el funcionamiento de los motores y hará una
evaluación inicial de los sistemas del avión.

Sus cuatro motores trubopropulsados TP400D de Europrop International
(EPI), completamente nuevos y de una potencia de 11.000shp (8,200 kw)
cada uno, son los motores de propulsión más potentes con los que se
haya dotado a un avión occidental.

La duración del vuelo será a discreción del equipo de pruebas y
concluirá con el aterrizaje en Sevilla ante más de 2.000 personas
(representantes de los medios, invitados VIP y personal de Airbus
Military).

Durante las últimas cuatro semanas se han llevado a cabo numerosas
pruebas en tierra, con un programa cada vez más exigente, para
preparar el avión ante su primer vuelo.

Los motores han sido puestos en marcha a pleno rendimiento, la red de
datos a bordo ha sido probada exhaustivamente, y se han llevado a cabo
numerosos rodajes, a velocidades progresivamente más altas, culminando
los ensayos con un despegue abortado de prueba a una velocidad de
123kt (227km/h) el pasado 8 de diciembre.

El vuelo inaugural, realizado hoy, marca el principio de una serie de
campañas de ensayo que abarcará unas 3.700 horas de vuelo llevadas a
cabo, probablemente, por una flota de cinco aviones a partir de ahora
y hasta su puesta en servicio a finales de 2012. El A400M recibirá
tanto el certificado tipo y la cualificación militar como civil por
parte de la Agencia Europea de Seguridad Aérea (European Aviation
Safety Agency – EASA).

Airbus y Airbus Military han aprovechado su experiencia técnica de
varias décadas en la construcción de aviones comerciales para producir
el avión más moderno del mundo capaz de llevar a cabo tanto
operaciones estratégicas como tácticas. A pesar de ser en realidad un
avión táctico capaz de aterrizar en pistas blandas, cortas y sin
preparar para suministrar equipos y tropas cerca de donde haya
necesidad de intervenir, puede viajar a la misma altitud que los
aviones de reacción y a una velocidad de crucero comparable.

Diseñado desde el principio como un avión cisterna, el A400M es capaz
de reabastecer tanto a cazas como a helicópteros a la velocidad y
altitud deseadas.

También está equipado con la misma tecnología de control
'fly-by-wire', de eficacia probada, que la familia de aviones de
Airbus de gran éxito, y asimismo con una cabina avanzada que deriva de
la cabina del A380. Las alas de fibra de carbono reforzada con
plástico (Carbon-fibre reinforced plastic – CFRP) y otras estructuras
amplias proporcionan peso y ventajas en materia de resistencia, y
disminuyen el riesgo de corrosión.

Un total de 184 aparatos han sido solicitados hasta el momento por
Bélgica, Francia, Alemania, Luxemburgo, Malasia, España, Turquía y
Reino Unido.

A400M, Airbus Military’s new airlifter, takes to the skies

 
This morning Airbus Military's all-new A400M took off for its maiden flight from Seville Airport in Spain. The first entirely new airlifter of the 21st Century took to the air from runway 09 at 10:15 local time (09:15 UTC).

At the controls was Chief Test Pilot Military, Edward "Ed" Strongman, 60, with Experimental Test Pilot Ignacio "Nacho" Lombo, 43, in the right-hand seat. Four engineers are also on the aircraft: Senior Flight Test Engineer Jean-Philippe Cottet, 43, who has responsibility for the powerplants; Senior Flight Test Engineer Eric Isorce, 52, with responsibility for systems and performance; Senior Flight Test Engineer Didier Ronceray, 54, with responsibility for the handling qualities of the aircraft; and Test Flight Engineer Gerard Leskerpit, 50.

Between them the multi-national crew has logged more than 31,000 total flight hours.

The aircraft, with a take-off weight of 127 tonnes, is equipped with 15 tonnes of flight-test equipment including two tonnes of water ballast and its performance is being monitored in realtime by teams of engineers in Seville and Toulouse using state-of-the-art air-ground telemetry. The crew will explore the aircraft's handling characteristics in the various flap configurations, check the powerplant operation and make initial evaluations of the aircraft's systems.

Its four all-new Europrop International (EPI) TP400D turboprop powerplants producing 11,000shp (8,200kW) each are the most powerful propeller engines ever fitted to a Western aircraft.

The duration of the flight will be at the test team's discretion and will end with a landing back at Seville in front of more than 2,000 media, VIPs and Airbus Military staff.

Over the last four weeks the aircraft has been extensively tested on the ground in an increasingly challenging programme leading up to the first flight.

The engines have been run at full power, the electrical systems and on-board data network exhaustively tested, and numerous taxying runs at progressively higher speeds have been performed culminating in a rejected take-off test at a speed of 123kt (227km/hr) on 8th December.

Today's first flight marks the beginning of a test campaign that will see some 3,700 hours of flying by an eventual five aircraft conducted between now and entry-into-service at the end of 2012. The A400M will receive both civil certification by the European Aviation Safety Agency (EASA) and military certification and qualification.

Airbus and Airbus Military have drawn on their decades of technical experience in building civil airliners to produce the world's most modern airlifter capable of both strategic and tactical operations. Despite being a true tactical aircraft that can land on soft, rough and short runways to deliver equipment and troops close to where they are urgently needed, it cruises at the same altitudes as jets and at comparable speeds.

It was designed from the outset as an aerial refueller and can offload fuel to both fighters and helicopters at their preferred speeds and heights.

The A400M features the same proven fly-by-wire controls technology as Airbus' highly successful airliner family and an advanced cockpit that has evolved from that of the A380. Carbon-fibre reinforced plastic (CFRP) wings and other large structures bring weight and strength advantages and cut the risk of corrosion.

A total of 184 aircraft have so far been ordered by Belgium, France, Germany, Luxembourg, Malaysia, Spain, Turkey and the United Kingdom,

PARIS — The latest round of ground tests have led Airbus Military to confirm Dec. 11 as the planned first flight date for the A400M military airlifter.
The A400M, with six flight test personnel onboard, is expected to take off around 10 a.m. local time from EADS’s Seville, Spain, facility. The flight is expected to last around three hours.

French aviation investigators are examining an emergency distress call from an Air France flight hit by turbulence last month, saying it could shed light on the June crash of a plane heading from Rio de Janeiro to Paris.

Air France Flight 445 made it through heavy turbulence on November 29 as it flew from Rio to Paris. That was the same route, the same airline and same aircraft type — an Airbus A330-200 — as Air France Flight 447, which plunged into the Atlantic on June 1, killing all 228 people on board.

According to a study released by the Climate Change Committee, a
Briton making just under $100,000 per year will fly an average of four
times per year, while a person earning a little over $30,000 will fly
just twice. "If you leave it entirely to a price regime, then people
will be able to fly if they can afford it," Lord Turner (pictured)
said. "We will have to see what our policy responses are and to
examine whether we could increase the marginal cost of flying beyond
two to three flights a year. I think there is a whole range of ideas
people have floated. Could you have a tax which allows you to have a
certain number of flights?"

El Tribunal Supremo falló en noviembre de 2008 ordenando el cese la
causa de la lesión de los Derechos Fundamentales -intimidad
domiciliaria- de los vecinos de la población de 5.000 habitantes de
Ciudad Santo Domingo, debido a sobrevuelos en aterrizajes durante el
día desde el Norte en el Aeropuerto de Barajas. En el proceso de
ejecución de la Sentencia el Tribunal Superior de Justicia de Madrid
ha ordenado en Auto se elimine el 50 por ciento de sobrevuelos. En
este sentido los propios estudios de AENA señalan que la pista 18L
(que no sobrevuela ninguna población por el Valle del Jarama en tierra
de labores y zona histórica de vuelo) admite la totalidad del tráfico
aeronaves sin reducir sustancialmente la operatividad.

Dec 8/09: A $12.3 million firm-fixed-price contract to provide MARSS –
Canada Systems integration and logistics support for 2 King Air 300
commercial aircraft provided by Canada. This effort is currently
funded at 49% of the not-to-exceed price, until the contract can be
finalized. Work is to be performed in Hagerstown, MD (75%), and
Afghanistan (25%), with an estimated completion date of June 15/11.
One sole source bid was solicited with one bid received by the CECOM
Acquisition Center in Fort Monmouth, NJ, acting on behalf of its
foreign customer (W12P7T-07-C-W009).


The US military has planes like F-22A stealth fighters that make a lot
of news. It also has planes that make very little news, even though
they play key roles in a number of conflicts around the world. One
example is the RC-7B/EO-5B "Crazy Hawk"/ Airborne Reconnaissance Low
aircraft, who use their short-field takeoff capabilities and array of
imaging, signals collection, and radar sensors to monitor developments
on the ground. The RC-7B made the news briefly in 1999 when one went
down in Colombia, and again when the US military had to cancel the $8
billion ACS (Aerial Common Sensor) replacement program in 2006 and
start over in 2008. Meanwhile, the situation in Afghanistan and Iraq
is well suited to planes like the Dash-7 derived RC-7Bs.

Premium AEROTEC delivered the 300th centre fuselage section for the Eurofighter "Typhoon". Hans Lonsinger, Chief Executive Officer, took the opportunity to highlight the capabilities of the company when it comes to delivering integrated aerostructures for both civil and military aircraft: "Premium AEROTEC is a proven provider to the military and civil aircraft sectors, especially for highly complex components. Today's delivery of the 300th Eurofighter centre fuselage section is excellent evidence of our expertise as a partner in complex military projects." Joachim Nägele, Head of Programmes and Sales, added that "you could say that the centre fuselage section is the 'backbone' of the Eurofighter – it bears all the stresses exerted on the airframe during supersonic flight and difficult aerial manoeuvres. We are proud to deliver the 300th centre fuselage section to our customer on schedule, while maintaining our high quality standards."

Premium AEROTEC produces the centre fuselage section for all four of the air forces involved in the Eurofighter programme (Great Britain, Spain, Italy and Germany) as well as for the additional export customers of Austria and Saudi Arabia, which have now joined the programme.

This makes Premium AEROTEC the largest structure supplier to the Eurofighter Partner Companies belonging to Eurofighter Jagdflugzeug GmbH.

The centre fuselage section is about 6 metres long and is the most technically demanding segment of the Eurofighter. It primarily consists of an integral construction made of aluminium with titanium reinforcements, which is clad with a monolithic outer shell of carbon fibre composite material.

This enables the high strength required to bear the loads to which the central fuselage section will be subjected to be combined with a lightweight construction. After all, this part of the fuselage contains the integral tanks, the air inlet ducts to the engines and space for electronic and hydraulic components and also represents the backbone of the Eurofighter. The cockpit, the rear fuselage section including both of the engines, the wings and the main landing gear are mounted directly onto the centre fuselage section. This means that the centre fuselage section has to bear all of the static and dynamic forces that the aircraft is subjected to.

The integration of the centre fuselage section takes place in Augsburg's plant III, where a workforce of 330 people is employed in the section's integration as well as in the manufacturing of the cable sets. The Eurofighter "Typhoon's" centre fuselage section consists of three sections mainly consisting of the materials titanium, aluminium and CFRP (carbon fibre reinforced plastics). The complete integration of the centre fuselage sections with the Augsburg made cable sets takes place at the EADS plant in Manching, from where they are shipped to the final assembly lines for Germany (also in Manching), Italy (Torino), Spain (Getafe in the vicinity of Madrid) and UK (Warton Aerodrome).

The customer for Eurofighter orders of Premium AEROTEC's Augsburg plant is EADS Military Air Systems' Manching site, an integrated Business Unit of EADS Defence and Security.

Premium Aerotec has more than 6,000 employees and expects to generate revenues of about one billion Euros for 2009. Premium AEROTEC's core business is the development and manufacturing of metal and carbon composite aerostructures and the corresponding production systems. It has plants in Augsburg, Nordenham and Varel.

La aeronave posee el doble de capacidad que un C-130 Hércules

El A400M es un avión de transporte táctico y logístico militar con el
doble de capacidad de un C-130 "Hércules", pudiendo volar más lejos y
más rápido. Ha sido concebido para misiones estratégicas y
humanitarias a gran distancia, operaciones tácticas en escenarios
potencialmente hostiles y repostaje en vuelo a otros aviones de
transporte, de combate y helicópteros, así como reabastecerse en vuelo
el mismo desde otros aviones cisternas/nodriza. Puede transportar
hasta 37 toneladas, llevar helicópteros o 116 paracaidistas con sus
equipos, que pueden ser lanzados desde 12.000 metros a poco más de
cuatro metros.

Su fuselaje le permite transportar todos los tipos de carga de gran
tamaño, tales como un helicóptero NH90 o un CH-470 Chinook, o dos
vehículos de transporte de infantería. También puede transportar un
camión grande semiarticulado con un contenedor de seis metros o una
lancha de rescate, o equipos de gran tamaño, como excavadoras o grúas
móviles necesarias tras un desastre natural.

Puede aterrizar y despegar en y desde cualquier tipo de pista. Está
diseñado para realizar cargas y descargas con gran rapidez sin
necesidad de apoyo especializado en tierra.

El A400M -que puede alcanzar una velocidad máxima de crucero de 780
Km/hora, muy próxima a la de un avión a reacción- tiene una autonomía
con máxima carga de 3.295 km, de 4.534 con 30 toneladas de carga útil
y de 6.390 km con 20 toneladas de carga útil. Tiene una longitud total
de 45,1 metros, una altura total de 14,7 y una envergadura de 42,4.

El A400M es un proyecto desarrollado por Airbus Military, cuyo
ensamblaje final tendrá lugar en la factoría de Airbus Military en el
aeropuerto de San Pablo (Sevilla). En su desarrollo han participado
España, Francia, Alemania, Reino Unido, Turquía y Bélgica y ya cuenta
con pedidos de 184 unidades, realizados por España (27), Francia (50),
Alemania (60), Reino Unido (25), Turquía (10), Bélgica (7), Malasia
(4) y Luxemburgo (1).

Boeing Successfully Completes 747-8 Freighter Engine Runs

EVERETT, Wash., Dec. 9 /PRNewswire-FirstCall/ -- Boeing (NYSE: BA) successfully completed the first engine runs for the 747-8 Freighter. The milestone marks another step in the 747 program's steady progress in preparing for flight test.

"We are very pleased with the engines' performance during this test," said Mo Yahyavi, vice president and general manager of the 747 program. "The engines and all the systems performed as expected."

Engine runs began slightly before 10 a.m. (PST) Tuesday. During initial engine runs, the engines are started and operated at various power settings to ensure all systems perform as expected. The engine run test began with the auxiliary power system providing power to start the first of four General Electric GEnx-2B engines. The remaining three engines were started using the cross-bleed function.

Basic systems checks continued throughout the test. The engines were powered down and inspected and will be restarted following a technical review. The team completed a vibration check and monitored the shutdown logic to ensure it functioned as expected.

"This milestone is an exciting one for the GEnx-2B team and we anticipate the engines will continue the same high performance that we have experienced in our ground and flight tests," said Tom Brisken, general manager of the GEnx Program at GE Aviation.

The GEnx-2B engine is optimized for the 747-8. It helps provide customers with improved fuel efficiency, reductions in emissions and noise and a lower cost of ownership.

The 70mm Curse

(at least ten) to turn 70mm (2.75 inch) rockets into laser guided
missiles. Recently, one of the newer efforts (GATR, by ATK/Elbit)
successfully fired their missiles from a standard 70mm unguided rocket
launcher. Two years ago, one of the American missiles, DAGR was
declared ready for service, but the U.S. Department of Defense didn't
respond with any orders.
DAGR (and its competitors) would appear to be an ideal weapon, as most
also use the Hellfire fire control system.

Space technology optimises windmill efficiency

A French start-up company from ESA's Business Incubation Centre in the Netherlands has developed a small instrument to measure wind speed and direction from the ground up to heights of 200 metres – information that is vital when deciding where to build a wind turbine to produce electricity.

The French company Leosphere developed their system Windcube using 'lidar' (light detection and ranging) remote-sensing technology to measure wind speed and direction, turbulence and wind shear with great precision. Using a laser beam to measure the distance to objects is similar to how sonar measures distances underwater using sound pulses.  

The lidar concept being used by Leosphere is similar to that ESA will use on its Aeolus Earth Explorer Atmospheric Dynamics Mission, to provide global observations of wind profiles from space to improve the quality of weather forecasts, and to advance our understanding of atmospheric dynamics and climate processes. Aeolus is planned for launch in 2011.

"Windcube sends laser pulses to measure wind characteristics. The laser light is scattered on its path by particles in the air, such as dust, water and aerosols, and bounced back to an optical sensor. These signals capture the movement in atmosphere particles and by mathematical calculations we can determine the absolute wind speed and direction in the laser pulse's line of sight," explains Laurent Sauvage, Leosphere Scientific Director.

Kick-started by ESA BIC's business support
 
Leosphere was supported during its start-up phase by ESA's Business Incubation Centre (BIC) in Noordwijk, the Netherlands. The company also collaborated with the French ONERA aerospace laboratory during development.

"We were supported by ESA experts to refine our business plan and they helped us with our system development. Actually, thanks to the strong support we received at ESTEC, and the excellent information provided by ESA's lidar experts with their unique experience operating equipment in severe environmental conditions, we have been able to develop our business throughout Europe," says Laurent Sauvage.
 

ESA gave the technology development a major push though its business incubation initiative. Errico Armandillo, head of the Opto-Electronic Section at ESA, explained: "Our expertise from Aeolus turned out to be highly relevant for Leosphere's engineers in designing a system to best resist temperature variations, to optimise its weight and to define the best coating for the optics. Knowhow from ESA engineers on working in hostile space environments turned out to be very useful for them."
 

Don't raise mast, send the light
 
If new wind farms are to be profitable, it is essential to know the local wind conditions and to identify the best position for each wind turbine. Understanding the wind conditions can be difficult because trees, cliffs or hills affect the strength and direction. A typical method is to raise masts and then estimate wind conditions. The Windcube can replace or complement this method.

Klaus Andersen from Alpha Wind Energy, Denmark, says: "The Windcube fulfils our requirement to do accurate wind measurement in remote locations where a conventional mast is not feasible for various reasons. Leosphere has made it possible for Alpha Wind Energy to move into a new technology, which will make wind measurements possible in places previously inaccessible."

Same technology now also in other fields
 
Leosphere has designed several portable lidar systems for the environmental market, following the business plan developed and validated at the ESA BIC in Noordwijk.

"With our Windcube system we can measure the wind profile at ten programmable measurement heights in the range of either 40–200 m or 100–5000 m vertically above the point of measurement, depending on the needs of our customers. In addition, we have developed other systems using the same lidar technology to measure clouds and aerosol parameters. More than 80 systems are now installed in 14 countries, contributing to regional and global monitoring of meteorological and climate change processes," added Laurent Sauvage.

Considered to be an emerging technology just a few years ago, the wind and aerosol lidar technology is now widely used for routine observation instruments feeding meteorological databases and models

Hoy 7 de diciembre exactamente se cumplen 68 años de la entrada de los EEUU en la IIGM.

Seguro que todos hemos escuchado estas palabras en cortes de juegos, canciones, progamas de radio y TV.

Mr. Vice President, Mr. Speaker, Members of the Senate, and of the House of Representatives:

Yesterday, December 7th, 1941 -- a date which will live in infamy -- the United States of America was suddenly and deliberately attacked by naval and air forces of the Empire of Japan.

The United States was at peace with that nation and, at the solicitation of Japan, was still in conversation with its government and its emperor looking toward the maintenance of peace in the Pacific.

Indeed, one hour after Japanese air squadrons had commenced bombing in the American island of Oahu, the Japanese ambassador to the United States and his colleague delivered to our Secretary of State a formal reply to a recent American message. And while this reply stated that it seemed useless to continue the existing diplomatic negotiations, it contained no threat or hint of war or of armed attack.

It will be recorded that the distance of Hawaii from Japan makes it obvious that the attack was deliberately planned many days or even weeks ago. During the intervening time, the Japanese government has deliberately sought to deceive the United States by false statements and expressions of hope for continued peace.
The attack yesterday on the Hawaiian islands has caused severe damage to American naval and military forces. I regret to tell you that very many American lives have been lost. In addition, American ships have been reported torpedoed on the high seas between San Francisco and Honolulu.

Yesterday, the Japanese government also launched an attack against Malaya.

Last night, Japanese forces attacked Hong Kong.
Last night, Japanese forces attacked Guam.
Last night, Japanese forces attacked the Philippine Islands.
Last night, the Japanese attacked Wake Island.
And this morning, the Japanese attacked Midway Island.

Japan has, therefore, undertaken a surprise offensive extending throughout the Pacific area. The facts of yesterday and today speak for themselves. The people of the United States have already formed their opinions and well understand the implications to the very life and safety of our nation.

As commander in chief of the Army and Navy, I have directed that all measures be taken for our defense. But always will our whole nation remember the character of the onslaught against us.

No matter how long it may take us to overcome this premeditated invasion, the American people in their righteous might will win through to absolute victory.

I believe that I interpret the will of the Congress and of the people when I assert that we will not only defend ourselves to the uttermost, but will make it very certain that this form of treachery shall never again endanger us.

Hostilities exist. There is no blinking at the fact that our people, our territory, and our interests are in grave danger.

With confidence in our armed forces, with the unbounding determination of our people, we will gain the inevitable triumph -- so help us God.

I ask that the Congress declare that since the unprovoked and dastardly attack by Japan on Sunday, December 7th, 1941, a state of war has existed between the United States and the Japanese empire.

lightweight UAVs with fuel cells. One of these aircraft recently
stayed aloft for 26 hours. The Ion Tiger UAV is a 37 pound aircraft
that carries a 9.5 pound tank of compressed hydrogen to power the fuel
cell battery that runs the engine. Also carried is a five pound sensor

The SS2 draws on the experience developed during the successful flights of SS1 in 2004, which won the Ansari X-Prize for completing the world's first manned private space flights. The WK2 mothership has now also completed a year of rigorous and successful first phase flight-testing prior to today's attachment of SS2. Virgin Galactic says the SS2's design will be refined and completed during an extensive test flying program to commence shortly, and it will be an entirely new vehicle by the time it is capable of carrying up to six passenger astronauts and up to two pilot astronauts into space on a sub-orbital flight. By then SS2 will be powered by a unique hybrid rocket motor, which is currently under development.
