At present, only Instrument Flight Rules (IFR) flights are permitted in Class A airspace, although Special Visual Flight Rules (SVFR) flights are also accommodated under a UK Rules of the Air interpretation that Special VFR clearance is a form of IFR flight. SERA rules mandate that an SVFR flight is a VFR flight, which will be prohibited from entering Class A airspace. To ensure the continued operation of SVFR in the London CTR under SERA, it was necessary to change the airspace classification from Class A to one that permits VFR and SVFR flights. As a result, following a consultation with airspace users, NATS proposed the zone be reclassified as Class D.
