Boeing emitió el siguiente comunicado en respuesta a las informaciones publicadas que indican que el panel de expertos de la Organización Mundial del Comercio (OMC) que estudia las alegaciones de la Unión Europea acerca de la ayuda del gobierno de los EEUU a Boeing, ha emitido un dictamen preliminar y confidencial en el que rechaza la mayoría de las reclamaciones europeas:

"Si son correctas las informaciones de hoy que afirman que la OMC ha aceptado alrededor de 3.000 millones de las reclamaciones de la UE, excluyendo las correspondientes a programas pasados que fueron corregidas en su día por el Congreso de los EEUU, significa que la OMC ha rechazado en gran medida el caso de la UE y confirma que las ayudas europeas al lanzamiento de programas de Airbus es la mayor y más fragrante forma de subsidio ilegal en la industria aeroespacial".

"Nada de lo publicado hoy sobre el caso de Europa contra los EEUU es comparable a los 20.000 millones de dólares en subsidios ilegales que, según dictaminó la OMC el pasado mes de junio, ha recibido Airbus/EADS (que incluyen 15.000 millones de dólares en ayudas al lanzamiento, 2.200 millones de dólares en inyecciones de capital, 1.700 millones de dólares en infraestructuras y cerca de 1.500 millones de dólares en apoyo a la investigación).

"Del mismo modo, no hay aparentemente ninguna violación que requiera medidas correctoras que se aproxime al nivel de las que se demandan a Airbus en el dictamen del pasado mes de Junio, por el que los gobiernos europeos deben retirar y corregir los 4.000 millones de dólares aún pendientes en subsidios de ayudas al lanzamiento ilegales que Airbus/EADS ha recibido para el desarrollo del A380. Miles de millones deben ser devueltos o renegociados en términos comerciales verificables. De la misma forma, deben corregirse los efectos adversos producidos por los 16.000 millones de dólares restantes recibidos en forma de subsidios ilegales.

"Nada de lo publicado sugiere haya que cambiar el modelo tradicional de Boeing basado en el mercado para financiar el desarrollo de nuevos aviones, lo que contrasta claramente con el requerimiento hecho a Airbus/EADS para que abandone sus planes de financiar el desarrollo de nuevos modelos como el A350 con subsidios de ayuda al lanzamiento.

"De acuerdo la opinión expresada hoy, los hallazgos de la OMC contra EEUU podrían hacer necesarios pocos cambios en las políticas y prácticas de los EEUU. Uno de los dos principales argumentos que la OMC parece haber hallado inconsistente con sus normas es la política de impuestos a la exportación contenida en el FSC/ETI (Foreign Sales Corporation/Extraterritorial Income), la cual fue modificada hace mucho tiempo por el Congreso de EEUU. La citada política, fue objeto de un caso ante la OMC y corregida en la pasada década. Con relación al segundo capítulo importante, la investigación para la NASA, nos satisface leer que, en contra de lo que afirmaron anteriormente fuentes europeas, tres cuartos de los subsidios han sido hallados totalmente conformes con las normas de la OMC".

"El dictamen de hoy, refuerza nuestra confianza en los procesos y los sistemas de resolución de disputas de la OMC. Aplaudimos al organismo por su trabajo y esperamos que Airbus/EADS y la Unión Europea reconozcan que en el actual mercado global, es esencial que todos acatemos las normas y los requerimientos de la OMC. Respetar las normas, en el caso de Airbus/EADS, significa retirar la ayuda al lanzamiento prohibida pendiente para el A380 y financiar el A350 de acuerdo a términos comerciales.





Comunicado de Boeing en anticipación del dictamen preliminar de la OMC  

Boeing emitió hoy el siguiente comunicado sobre la decisión preliminar pendiente por parte del grupo de expertos de la Organización Mundial del Comercio (OMC) en el caso DS 353, la demanda formal presentada por la Unión Europea en 2006 contra las supuestas subvenciones del gobierno de Estados Unidos a Boeing:

"Esperamos que la OMC emita a lo largo del día de hoy un dictamen preliminar sobre las acusaciones realizadas por la UE sobre varias prácticas de EEUU a niveles estatal, local y federal. Este dictamen viene a continuación de una decisión final por parte de un grupo de expertos distinto que en junio condenó de forma inequívoca las ayudas europeas a Airbus – notablemente las subvenciones destinadas al desarrollo de productos llamadas ayudas al lanzamiento – , calificándolas de ilegales y perjudiciales para los intereses de la industria aeroespacial de EEUU.

"Estamos a la espera de conocer la decisión preliminar de la OMC sobre las prácticas de EEUU, aunque ninguna de ellas distorsiona el mercado como las ayudas al lanzamiento, y ni siquiera se aproxima al nivel de las prácticas europeas en materia de subvenciones. El pasado mes de junio, la OMC decidió en un caso contra la UE que Airbus había recibido subvenciones ilegales por un valor total superior a 20.000 millones de dólares. Las ayudas al lanzamiento, que representan la parte más importante de las ayudas ilegales en cuestión (alrededor de 15.000 millones de dólares), son exclusivas a Airbus, no tienen parangón en la industria de EEUU, y –tal y como confirmó la OMC—son perjudiciales para los intereses de la industria aeroespacial de EEUU.

"Hasta la fecha, Airbus y los gobiernos que la apoyan han resistido abandonar las ayudas al lanzamiento. Informaciones recogidas por los medios de comunicación indican que siguen en pié los planes para proporcionar miles de millones de euros en forma de ayudas al lanzamiento para el A350, un producto que competirá con el Boeing 777 y 787. A menos que estos fondos se proporcionen en términos plenamente comerciales, sería un paso incomprensible a la luz del reciente dictamen contra las ayudas al lanzamiento y la obligación pendiente bajo las normas de la OMC de que Airbus devuelva las ayudas ilegales por valor de 4.000 millones de dólares recibidas para el A380,  o reestructure la financiación del A380 con arreglo a condiciones comerciales probadas.

"Tenemos plena confianza en los procesos de la OMC y en sus procedimientos para la resolución de disputas. Las acciones del gobierno de EEUU para abordar la preocupación europea sobre FSC/ETI (Foreign Sales Corporation/Extraterritorial Income) durante la pasada década demuestran su forma de enfocar las obligaciones derivadas de los hallazgos de la OMC. Esperamos que Airbus/EADS y la UE actúen de la misma forma, aceptando los acuerdos con la OMC."

UNA BECA DEL INTA PARA INVESTIGAR EL SOL

La beca está dirigida a ingenieros técnicos aeronáuticos y a ingenieros técnicos de telecomunicación que finalizaran sus estudios después del 31 de diciembre de 2005.

El INTA convoca una beca de formación para participar en el "Diseño preliminar de SO/PHI. Explotación científica de SUNRISE". Este proyecto, forma parte de la misión Solar Orbiter de la Agencia Espacial Europea (ESA), que se lanzará en 2017 con el objeto de conocer mejor el astro rey y su campo magnético.

La beca, remunerada con 1.000 euros mensuales, se desarrollará en las dependencias del Instituto Nacional de Técnica Aeroespacial, en Torrejón de Ardoz, a jornada completa y bajo la supervisión de un tutor.

El titulado seleccionado, en base a la documentación aportada y atendiendo a criterios de mérito y capacidad, colaborará con la Oficina Nacional de Proyecto del programa SO/PHI en relación a las tareas de control de proyecto, control de la documentación y control de la configuración. La duración de la citada colaboración está prevista inicialmente hasta el 31 de diciembre de 2011, pudiendo ser prorrogada anualmente hasta la finalización del proyecto si se considera oportuno.

El plazo de presentación de solicitudes será hasta el próximo 29 de septiembre en el Registro General del INTA. Éstas se evaluarán teniendo en cuenta la nota media del expediente académico y la adaptación del currículo al proyecto. Finalmente, se realizará una entrevista personal a un máximo de cinco candidatos.
La misión

El instrumento SO/PHI (Solar Orbiter/Polarimetric and Helioseismic Imager) es una de las cargas útiles de la misión Solar Orbiter de la ESA. La contribución española al instrumento es aproximadamente del 40% y el coordinador de dicha contribución es el INTA.

El equipo técnico que realizará el diseño preliminar de SO/PHI está constituido en gran parte por personal que ya trabajó en el proyecto SUNRISE, investigaciones del Sol con un telescopio que sobrevoló en globo el Polo Norte y que permitieron la obtención de imágenes de la superficie solar con elevada resolución. En aquel hito científico colaboró el Instituto de Microgravedad Ignacio Da Riva (IDR-UPM) de la Universidad Politécnica de Madrid con tareas de control térmico y ahora repetirán su actuación en esas mismas funciones para el instrumento SO/PHI.

Los controladores no quieren ser meros espectadores de la privatización de las torres que contempla Aena. Hasta el punto de que estudian desligarse en bloque de las gestor aeroportuario para competir en los concursos para la gestión de las torres. Según ha podido saber este diario por fuentes financieras, la Unión Sindical de Controladores Aéreos (USCA), que agrupa al 97% de los 2.400 profesionales en activo, habría contactado con empresas de servicios interesadas en la liberalización del sector a las que podría arrendar sus servicios, así como con bancos para buscar financiación.

"Es una posibilidad –asegura Daniel Zamit, portavoz de USCA-. Pasaría por convertirnos en prestadores de servicios de tránsito aéreo, para lo que nos plantearíamos conseguir la certificación en Europa.

The Antonov aerial refueling tanker that U.S. Aerospace has proposed to the U.S. Air Force would save taxpayers billions, a company official said Tuesday.

"It's 20 to 30 million (dollars) cheaper a plane (to buy), but in maintenance and indirect costs it's a savings of billions over the term of the contract and the life of the plane," U.S. Aerospace board member Michael Goldberg told CNBC.

España suspende los vuelos del Eurofighter junto a Alemania y Reino Unido por problemas en los sistemas de eyección

Astrium investiga un alunizaje automático en el Polo Sur de la Luna


  • La ESA adjudica un nuevo estudio para un alunizador valorado en 6,5 millones de euros

Astrium, la compañía espacial líder en Europa, ha ganado un nuevo contrato de la Agencia Espacial Europea (ESA), como continuación del estudio Next (Next Exploration Science and Technology) para desarrollar un vehículo de alunizaje. La fase B1 de este estudio tiene por objeto ultimar el diseño de la misión para lograr que un vehículo robot alunice en las proximidades del Polo Sur lunar. El nuevo contrato valorado en 6,5 millonesde euros, con una significativa contribución alemana, tendrá una duración de 18 meses y se prolongará hasta finales de 2011. El estudio tendrá como resultado final un concepto de la misión completamente definido y un diseño detallado del alunizador y del vehículo robótico.

Otros aspectos del estudio cubren la elaboración de una concepción de diseño del sistema, el diseño inicial del módulo y las tecnologías esenciales para un alunizaje automático, suave y preciso. El estudio abarca, por otra parte, las pruebas de los componentes de los motores y de los sensores de navegación. En todo esto se incluyen procedimientos de simulación y perfeccionamiento mediante un equipamiento capaz de reproducir un entorno lunar de forma realista. El estudio de la fase B1 confirmará el coste y el calendario generales del alunizador como base para una futura decisión de la financiación de la misión al completo a nivel ministerial en el Consejo de la ESA.

Una vez, tomada esta decisión y acabado el estudio de la fase B1, la ESA podrá dar el siguiente paso del programa, adjudicando un contrato para el desarrollo construcción y ensayo de un vehículo alunizador.

"Las probadas capacidades del vehículo logístico ATV como una demostración tecnológica, son representativas de las habilidades y experiencia de Astrium en procedimientos de encuentro y acoplamiento. El concepto del nuevo estudio está precisamente basado en la tecnología del ATV y esta pericia única en su género nos permitira desarrollar las tecnologías requeridas para el alunizador. No sería posible visionar un vehículo de alunizaje automático sin ellas", dijo el Dr. Michael Menking, Senior Vice President de Orbital Systems & Space Exploration de Astrium, a la firma del contrato, el día 16 de septiembre en Berlín.

Son multiples los retos tecnológicos que se plantean a la hora de planear el envío de un vehículo robótico a la Luna. Para el alunizaje suave y preciso son esenciales tecnologías avanzadas, tales como un sistema autónomo de navegación y un sofisticado sistema de propulsión.

Después del alunizaje, el vehículo robótico saldrá del módulo para dar comienzo a la exploración de la superficie, al mismo tiempo que toda una gama de instrumentos estacionarios empieza a grabar datos experimentales. Se prevé que la duración de la fase de investigación durante la misión oscile entre seis y ocho meses (misión básica).

Joint Industry CDA Implementation win-win-win: saving fuel, cutting emissions, reducing noise

Geneva, Switzerland – Aviation organisations across Europe today announced further progress in reducing emissions and noise from aircraft, as part of the industry's commitment to a sustainable future.

The European Continuous Descent Approach (CDA) Action Plan, announced at the Aviation and Environment Summit a year ago, has gained further momentum with the launch of an interactive internet map showing the status of CDA implementation across Europe. The application, developed by EUROCONTROL as part of its work to support CDA implementation and in close collaboration with ACI EUROPE, CANSO, ERA and IATA, was presented for the first time at the ATAG Aviation and Environment Summit in Geneva today.

EUROCONTROL is coordinating this effort through its CDA Implementation Team which has met with operational stakeholders covering a total of 104 different airports across Europe. Experts from EUROCONTROL, CANSO and IATA are also contributing to the development of a new ICAO manual on Continuous Descent Operations, which may lead to an update of EUROCONTROL's existing European CDA Guidance in 2011.

The support that the CDA Implementation Team has received from aircraft operators, airport operators and air navigation service providers has been crucial to commitments given thus far to implement CDA at 83 airports across 25 European States. Of these airports, 33 already offer CDA at some point in the day and a further 13 are currently carrying out flight trials. At least 15 new implementation support visits are already in the pipeline. This confirms that the project is clearly on track to reach the Joint Action Plan's target of CDA implementation at 100 European airports by 2013.

Operational flight trials and work in aircraft simulators confirm that a CDA from an altitude of about 10,000 feet should save approximately 100kg of fuel, and over 300kg of CO2 compared to the classical stepped approach. As there are over 9 million flights in European airspace every year, the widespread application of CDA in which aircraft fly higher for longer, has the potential to provide major cost savings for aircraft operators through reduced fuel use, reduced noise exposure for those who live near airports and considerable reductions in the emission of greenhouse gases.

"Following the last Aviation and Environment Summit, ACI EUROPE, CANSO, EUROCONTROL, ERA and IATA have been working closely together to implement the Joint European CDA Action Plan. We are already seeing tangible benefits of which the CDA internet map is but one. Over the coming months we will be focussing on promoting the widespread usage of CDA and establishing a CDA culture which will pave the way to more advanced performance in the future," said Andrew Watt, Environment Manager at EUROCONTROL.

ATAG Executive Director Paul Steele commented "The close cooperation between ACI EUROPE, CANSO, EUROCONTROL, ERA and IATA is just one of many great examples of joined-up thinking that the aviation industry is applying to the challenge of lowering its emissions. Through innovative tools like the interactive map, the CDA Action Plan is ahead of schedule in its aim to reduce emissions by 500,000 tons of CO2 a year, and shows the industry delivering on its commitments to cap net carbon emissions from 2020 and half net emissions by 2050."

Emerging Technologies May Fuel Revolutionary Launcher: Horizontal Launch

An early proposal has emerged that calls for a wedge-shaped aircraft with scramjets to be launched horizontally on an electrified track or gas-powered sled. The aircraft would fly up to Mach 10, using the scramjets and wings to lift it to the upper reaches of the atmosphere where a small payload canister or capsule similar to a rocket's second stage would fire off the back of the aircraft and into orbit. The aircraft would come back and land on a runway by the launch site.

RAF FSTA (Future Strategic Tanker Aircraft), Airbus Military Tanker for UK, completes first flight




The first A330 MRTT Future Strategic Tanker Aircraft (FSTA) for the UK Royal Air Force has successfully completed its maiden flight from the Airbus Military facility at Getafe, Madrid following its conversion.

The first A330 MRTT Future Strategic Tanker Aircraft (FSTA) for the UK Royal Air Force has successfully completed its maiden flight from the Airbus Military facility at Getafe, Madrid following its conversion.

The aircraft, converted from a basic A330-200 by Airbus Military, took off at 11.41 local time (09.41 UTC) and landed at 13.37 local time (11.37 UTC) after a flight lasting close to two hours (airborne).

Chief Pilot FSTA Tim Butler captained the flight supported by Chief Test Pilot Eduardo Cuadrado. The engineering team on board included: Test Flight Engineer Santiago Manso, and Flight Test Engineers Jorge Fuentes and Alfonso Sopeña.

The crew reported that the aircraft, its systems, and two Rolls-Royce Trent 700 engines performed entirely satisfactorily. As planned, no refuelling activity was undertaken during this flight.

Tim Butler said: “After this major conversion of the aircraft to a MRTT, it was very satisfying to find everything working so well. This first flight of a second version of the A330 MRTT confirms the handling qualities and maturity of the aircraft.”

The flight marks the beginning of a test campaign that will lead to first delivery to the RAF towards the end of 2011.

La primera aeronave de producción Tigre HAD está previsto que se entregue a principios de 2012. Dos son los países que ya han pedido esta versión de la familia de helicópteros de combate Tigre de Eurocopter: España ha encargado 24 unidades y Francia 40. La versión HAD también se ofrece para exportación.

En los últimos cuatro meses, se realizó en la factoría de Albacete una importante reconfiguración del helicóptero para esta versión HAD, que es una variante derivada de la versión HAP (Helicóptero de Apoyo y Protección). Estos trabajos incluyen la integración de los nuevos motores MTR390, especialmente desarrollados para la versión HAD, así como nuevas versiones del "software" básico y de misión.

El Tigre es el helicóptero de ataque más nuevo y con mejores prestaciones en el mercado mundial. En sus diferentes versiones disponibles, Francia ha encargado 80 ejemplares, Alemania 80, Australia 22 y España 24. Un total de 57 Tigre están ya en servicio. La versión HAD ofrece numerosas ventajas sobre la HAP, actualmente desplegada en Afganistán por el Ejército francés.
Entre las nuevas características se incluyen el motor más potente, incremento de la carga de pago, sistema de visión optrónico mejorado, sistema de lanzamiento de misiles aire-tierra Hellfire y Spike, interrogador amigo-enemigo (IFF), protección balística optimizada y un nuevo sistema de guerra electrónica y contramedidas

The study's lead author, Mark Gunzinger, said Tuesday that there were two main surprises that popped out of the work done by CSBA. The first was the importance of the strategic "framework" to long-range strike studies. Most earlier studies have been based on a post Cold War framework in which regional bases are available, carriers are secure and there is no challenge to space. But, he says, "our competitors have gone to school on the American way of warfare" and as a result, in future conflicts, carriers will be held 1000 nm off the coast and land bases will be pushed back.


The second surprise was that Gunzinger and other CSBA contributors expected the bomber analysis to revolve around classic choices: manned/unmanned, standoff/penetrator, or the degree of stealth. "In some cases these were false choices and in other cases there was no choice necessary," Gunzinger says.

Boeing 787 Suffers Engine Surge During Flight Tests

Boeing and Rolls-Royce are investigating the causes of a Trent 1000 engine surge that has grounded flight tests of the first Boeing 787 at Roswell, N.M.

Boeing also is assessing whether the latest engine incident may cause further slips in the hard-pressed 787 delivery schedule. The failure occurred on Sept. 10 during ground tests of the first 787, ZA001, which was at Roswell for Block 1 rejected takeoff work, plus brake demonstration certification and stability and control tests.

ZA001 “experienced an engine surge during testing on Friday afternoon. The event occurred prior to takeoff and the crew completed the appropriate maneuvers. Back-up systems performed as designed, and the crew and the aircraft were safe throughout the event.”

Sikorsky X2 Technology™ Demonstrator Achieves 250-Knot Speed Milestone

Sikorsky Aircraft Corp.’s X2 TechnologyTM demonstrator today successfully achieved a speed of 250 knots true air speed in level flight at the Sikorsky Development Flight Center, accomplishing the program’s ultimate speed milestone. Sikorsky is a subsidiary of United Technologies Corp. (NYSE:UTX).

The speed, reached during a 1.1-hour flight, is an unofficial speed record for a helicopter. The demonstrator also reached 260 knots in a very shallow dive during the flight.

“The aerospace industry today has a new horizon,” said Sikorsky President Jeffrey P. Pino. “The X2 Technology demonstrator continues to prove its potential as a game-changer, and Sikorsky Aircraft is proud to be advancing this innovative technology and to continue our company’s pioneering legacy.”

“Our primary key performance parameter has been met,” said Jim Kagdis, Program Manager for Sikorsky Advanced Programs. “The 250-knot milestone was established as the goal of the demonstrator from its inception. It’s exciting to imagine how our customers will use this capability.”

Kevin Bredenbeck, Sikorsky’s Director of Flight Operations and Chief Pilot for the company and for its X2 Technology program, manned the milestone flight. Bredenbeck said the demonstrator has been performing well, meeting expectations of performance predictions and progressing with every test flight.

The X2 Technology demonstrator combines an integrated suite of technologies intended to advance the state-of-the-art, counter-rotating coaxial rotor helicopter. It is designed to demonstrate that a helicopter can cruise comfortably at 250 knots while retaining such desirable attributes as excellent low-speed handling, efficient hovering, and a seamless and simple transition to high speed.

The X2 Technology program began in 2005 when Sikorsky first committed resources and full funding for the program’s development.

Airbus completes allocation of A350 XWB airframe work packages to China

CAC Commercial Aircraft Company (CCAC), one of the major aviation industry companies in China, today signed a contract with Airbus for the work package of A350 XWB spoilers and droop panels. With this new contract, Airbus has now completed the allocation of the five percent A350 XWB airframe to be manufactured in China.

The contract was signed today in Beijing by Klaus Richter, Airbus Executive Vice President Procurement, and Wang Guangya, President and Chairman of CAC, the holding company of CCAC, and Chairman of CCAC.

Carbon fibre reinforced plastic (CFRP) is extensively used on A350 XWB spoiler and droop panels. Innovative processes include the Resin Transfer Moulding (RTM) process on the Centre Hinge Fitting that attaches the spoiler to the wing structure.

Airbus (Beijing) Engineering Centre (ABEC), a joint venture of Airbus in China, will be involved in the design activities relating to this work package.

While CCAC will become the sole supplier of the A350 XWB spoilers and droop panels, FACC AG, an Austria based leading company specialising in the development, design and manufacture of composite components and systems for civil aircraft will be responsible, under a separate contract, for the definition of the industrial process. Airbus worldwide industrial standards will be applied for the assessment of the products and the training of employees.

“We are proud to be involved in the latest Airbus aircraft programme. With this contract, we have reached our objective to be part of a global aeronautical manufacturing chain. We have long been a supplier to Airbus and have been a partner in several cooperation projects with Airbus. Boeing projects need for one million pilots and maintenance personnel in next 20 years

The commercial aviation industry will require 466,650 pilots and 596,500 maintenance personnel over the next 20 years to accommodate the strong demand for new and replacement aircraft, according to a crew assessment forecast from Boeing (NYSE: BA). Airlines will need an average of 23,300 new pilots and 30,000 new maintenance personnel per year from 2010 to 2029.

The crew assessment forecast is based on Boeing's Current Market Outlook, widely regarded as the most comprehensive and respected analysis of the commercial aviation market. "When you add up all the numbers, you quickly understand the issues facing this industry," said Roei Ganzarski, chief customer officer, Boeing Training & Flight Services. "Our challenge is adapting our training to engage the future generation of people who will fly and maintain the more than 30,000 airplanes that will be delivered by 2029."

The largest growth in both pilots and maintenance workers will be in the Asia-Pacific region with a requirement for 180,600 and 220,000 respectively. Within Asia, China will experience the greatest need for pilots and maintenance personnel -- 70,600 and 96,400 respectively.

North America will need 97,350 pilots and 137,000 maintenance workers; Europe will need 94,800 pilots and 122,000 maintenance personnel; Africa will need 13,200 pilots and 15,000 maintenance personnel; the Middle East will need 32,700 pilots and 44,500 maintenance personnel; Latin America will need 37,000 pilots and 44,000 maintenance personnel; and the CIS will need 11,000 pilots and 14,000 maintenance personnel.

"To accommodate this growing demand, it will be vital to match training with the learning styles of students to come," Ganzarski said. During the recent Asia Pacific Aviation Training Symposium in Kuala Lumpur, Ganzarski called for changes to current training methodologies. "As an industry, we need to adapt to the learning styles of tomorrow's technologically savvy pilots and mechanics, and ensuring that training is globally accessible, adaptable to individual needs and competency-based."

No obstante, la Agencia Tributaria ordenará las operaciones y fiscalizará la actuación de la compañía.

En el Ministerio de Hacienda argumentan la medida por motivos económicos, de ahí la firma el pasado 2 de agosto del contrato de adjudicación a Inaer. Sin embargo, esta privatización viene salpicada por polémico puesto que el presupuesto máximo del contrato asciende a 5.512.000 de euros, con un coste de 2.120 euros por hora de vuelo.

La estación terrestre de control tan sólo supervisó el demostrador para garantizar la seguridad aérea. Boeing Assembles First 747-8 Intercontinental Forward Fuselage

EVERETT, Wash., Sept. 14 /PRNewswire/ -- Boeing (NYSE: BA) achieved another significant milestone for the first 747-8 Intercontinental Sunday night with the assembly of the airplane's forward fuselage. The 89-foot, 2-inch (27.2 meters) fuselage section, featuring the airplane's signature upper deck, was moved from the assembly tool for sealing and testing before beginning systems installation.



The 747-8 features a stretched fuselage compared to that of the 747-400. It is 18 feet, 4 inches (5.6 meters) longer than its predecessor. Much of the stretch -- 13 feet, 4 inches (4.1 meters) -- is located in the forward fuselage. The remaining additional 5 feet (1.5 meters) are located aft of the wing. The 747-8's stretched fuselage provides for 51 additional seats to accommodate 467 passengers in a typical three-class configuration and 26 percent more cargo volume.

The Boeing 747-8 Intercontinental is the new, high-capacity 747 that offers the lowest operating costs and best economics of any large passenger airplane, while providing enhanced environmental performance.

Con motivo de la próxima entrega del primer helicóptero EC-225 para el Cuerpo Nacional de Policía, Luis Luengo, director general de Infraestructuras y Material de Seguridad del Ministerio del Interior, ha visitado la factoría Eurocopter en Albacete. Luengo estuvo acompañado por el subdirector general de Planificación y Gestión de Medios Materiales para la Seguridad, Felipe del Pozo, así como por miembros de los servicios aéreos, tanto de la Policía como de la Guardia Civil, y ha sido recibido en la fábrica de Albacete por el director de Programas Comerciales, Javier Sánchez.

Durante el acto ha tenido lugar una revisión de los programas actualmente en curso con el Ministerio del Interior, como el Programa EC 135, así como una visita exhaustiva a las instalaciones de Eurocopter en Albacete.

Boeing Begins Testing on 787 Dreamliner Fatigue Airframe



EVERETT, Wash., Sept. 13, 2010 – Boeing [NYSE: BA] has begun fatigue testing on the structural airframe of the 787 Dreamliner at the Everett, Wash., site. Fatigue testing involves placing the 787 test airframe into a test rig that simulates multiple lifecycles to test how the airplane responds over time.

“Unlike static tests, where loads are applied to the airplane structure to simulate both normal operation and extreme flight conditions, fatigue testing is a much longer process that simulates up to three times the number of flight cycles an airplane is likely to experience during a lifetime of service," said Jim Ogonowski, structures vice president, Boeing Commercial Airplanes.

While the structural test program already has validated the strength of the airframe, fatigue testing looks at long-term, continued use. This is the natural progression of testing on a new airplane and part of the process to achieve U.S. Federal Aviation Administration certification.

As he gazed at a 787 Dreamliner mounted in a metal cage and attached to hundreds of mechanical devices, Peter Brownlow recalled his childhood.

"Every kid's dream is to build something and then try to break it, right?," asked Brownlow, the fatigue testing conductor for the 787 program. "In essence, that's what we're doing. We take an airplane and we try to put it through its paces and try to break it at the end."

Brownlow and a team of engineers recently began an extensive program of twisting and tugging a 787 structural airframe. The ongoing punishment will simulate more than 100,000 flights.

Unlike static tests, which push the airplane to extreme loads to see how well it handles in once-in-a-lifetime emergencies, fatigue tests show how the structural integrity stands up to the day-in, day-out stresses that build up over thousands of flights spread out over decades.

"We're demonstrating the durability of the airplane," said Ray Clark, the 787 static and fatigue test director. "We're checking our structural maintenance procedures so we do them first on this airplane before an airline has to. And we validate that we do have inspection techniques where we can find any cyclical damage well before the fleet will experience it."

To simulate multiple flights, Boeing engineers direct mechanical devices to apply pressure to selected spots on the airframe's surface, from the leading edge of the wing to the tail fin to the fuselage.

"The devices impose loads typical of backing off the gate, taxiing out, taking off, climbing, cruise, experiencing a storm, descending, landing, taxiing back to the gate," said Clark. "So we mimic the ground-to-air-to-ground cycle of an airplane in service."


Since airlines will use the 787 on very different routes, stress analysts designed several flight profiles to recreate the range of conditions the airplane is likely to face over its lifetime.

The process continues seven days a week for three years as engineers push and pull on the control surfaces over and over again. When all is said and done, the airplane will have "flown" about three times the number of flight cycles a 787 is likely to face in its lifetime. It's part of the exhaustive program to certify the Dreamliner.

"It's certainly a long campaign," said Brownlow. "There's a lot of pride involved to be part of a program like this and to help usher it into the public and see people flying it safely." .

All space missions are difficult. Docking a pair of spacecraft is tough but flying multiple satellites together in formation is considered the real cutting edge. A new simulator is now allowing mission planners to get to grips with multi-satellite missions to come, starting with ESA's Proba-3. Several space agencies are preparing formation-flying missions, but it is hard to overstate the difficulty they face: separate expensive pieces of hardware, each one zipping through space at several kilometres per second, may have to manoeuvre to within metres of each other to achieve their goals.

The SkyRider's creator insists that it is, in fact, a seat and not a way to trick standing passengers into thinking that they are not, in fact, still vertical. Before you go into a full-fledged panic though, it's worth noting that these seats have many hurdles to jump before finding themselves inside airplanes.

The SkyRider seats will be unveiled next week at the Aircraft Interiors Expo Americas conference in Long Beach. It's intended to be seating for a new budget "class" (below Coach obviously) and airliners are supposedly interested. I hope it's not serious cause the SkyRider seats only give 23 inches of leg room. Here's what the director behind the design group has to say about the Skyrider seats:

"For flights anywhere from one to possibly even up to three hours ... this would be comfortable seating," he says. "The seat ... is like a saddle. Cowboys ride eight hours on their horses during the day and still feel comfortable in the saddle."


An FAA spokesperson said, "While it's not impossible, it's difficult to conceive of a standing seat that would be able to meet all applicable FAA requirements and still be cost-effective."

Portuguese government expresses its intention to acquire six Embraer military transport jets São José dos Campos, September 10, 2010 – In a ceremony held, today, in Lisbon, Portugal, Brazil's Defense Minister, Nelson Jobim, and the National Defense Minister of Portugal, Augusto Santos Silva, signed a Declaration of Intent regarding participation in the development program of the KC-390 military transport jet. The agreement marks the beginning of negotiations for Portuguese companies to join the project and to participate in the manufacture of the new airplane, as well as the future acquisition of six aircraft for the Portuguese Air Force.
 
"We have strong historic ties of bilateral cooperation with Portugal, and are very enthusiastic about their future participation in the KC-390 program, which will contribute decisively to strengthening that country's aeronautics cluster," said Frederico Fleury Curado, Embraer President & CEO. "There is a lot of work yet to be done. The preliminary studies have been concluded and we are moving ahead to establish the final configuration of the aircraft and the primary suppliers."
 
Portugal is the third country to sign an agreement to discuss involvement in an international partnership for the KC-390 in less than a month. In August, the Chilean government made official its interest in participating in the program through Enaer (Empresa Nacional de Aeronáutica), as well as to acquire six aircraft. At the beginning of this month, Colombia also signed a Declaration of Intent for cooperating and a future purchase of 12 airplanes. With the intention manifested, in July, by the Brazilian Air Force (Força Aérea Brasileira – FAB) to acquire 28 aircraft and this decision by Portugal, the prospective future sales of the KC-390 now total 52 airplanes.

India plans to cost nearly six billion U.S. dollar to jointly develop a stealth fighter with Russia over the next ten years, local media reported on Sunday.

India will shoulder about 30 percent of the total design in the stealth fighter project, and mainly focus on the composite components with the stealth function and some electronics equipments, such as avionics, electronic warfare systems and cockpit displays. Additionally, India will be responsible to design from the single-seat stealth fighter into a two-seat type which would be deployed by the Indian Air Force, said the HAL official.

Autonomy is at the end of a spectrum of increasing automation, and increasing complexity that automation can deal with, says Air Force Research Laboratory (AFRL) Air Vehicles Directorate scientist Bob Smith. “Some automation exists today in almost every capability, but we are on a trajectory to increasing complexity,” he says. “At the same time we have to make sure the automation works well with humans. That’s a critical aspect.”

Autonomy means different things to different people. To Information Directorate chief scientist Rich Linderman, it is a matter of speed—autonomous systems can sense, self-adapt, dynamically plan and make decisions at speeds that preclude having people in the loop. But while the cyber domain requires decision speeds far beyond human capability, timescales in the aviation domain still allow human interaction, says Dan Thompson, Air Vehicles Directorate scientist.

Driving increased autonomy into Air Force ground and air systems to reduce manpower requirements is the major tenet of Technology Horizons, Smith says, adding: “The hope is that increased automation will make each person more effective, and allow them to step back from the hands-on control that timescales allow, but budgets do not.”

NASA Hosts Green Aviation Summit



NASA has a "critical responsibility" to the flying public to develop environmentally responsible solutions to the nation's most pressing aviation problems, Administrator Charles F. Bolden Jr. said Wednesday. Addressing the Green Aviation Summit, which ran through Thursday at NASA's Ames Research Center, Bolden said air travel is one of the safest modes of transportation and vital to the U.S. economy, but increasing air traffic is taking a toll on the environment and the nation's aviation infrastructure.
"We need to make some changes -- both in the design of aircraft and in the way they transit through our skies to not only maintain, but improve safety and efficiency," Bolden said. "That's a huge challenge, but we at NASA enthusiastically accept it."


NASA has a suite of incremental goals for demonstrating the feasibility of aircraft technology and air traffic management techniques that can minimize the environmental effects of air transportation by:

  • Enabling aircraft to burn 33 percent less fuel than today's most efficient models by 2015, 50 percent less by 2020, and better than 50 percent less by 2025.
  • Cutting engine emissions of nitric oxide and nitrogen oxide, which contribute to ozone creation, 20 percent by 2015, 50 percent by 2020, and better than 50 percent by 2025 -- when compared with today's best engines. Reducing the amount of fuel burned reduces emissions of carbon dioxide, which contribute to global warming.
  • Reducing the nuisance noise footprint around airports to one-third its current size by 2015 and one-sixth by 2020, and containing it within the airport property boundary by 2025.

An attempt at being the first gyrocopter flight around the world is to be put on hold because of anticipated extreme weather in the Bearing Sea and North Atlantic. The prospects of realising these sectors of the flight during the autumn and winter periods in an open cockpit gyrocopter are considered to be technically very challenging. As a result of this, the pilot Norman Surplus, has decided to suspend his ongoing FAI World Record attempt until the spring of 2011.
 
 
 
The expected arrival of the gyrocopter in these far northern latitudes later in the year than first planned came about due to unforeseen delays earlier in the trip. The "first half" of the gyrocopters flight has seen it fly almost 18,000 km across mountains, desert, forest fires, sandstorms and open sea. BAE Systems is planning to propose its single-engine Hawk trainer as the U.S. Air Force begins to move slowly toward a competition for a T-38 replacement.

The average age of the T-38 last year was 42 years, but financial pressures in the Pentagon are forcing the Air Force to push off its plans for a replacement until 2012 at the earliest.

BAE’s announcement came Sept. 8, only days before the annual Air Force Association convention next week in Washington. Likely competitors are the twin-engine Aermacchi M346 and the Lockheed Martin/KAI T-50. Boeing also has left the door open to designing a trainer for the Air Force.

Researchers create nano-architectured aluminum alloy with strength of steel

Using a technique that creates a new nanoscale architecture, researchers have created an aluminum alloy just as strong as steel but with reasonable plasticity to stretch and not break under stress. Importantly, the technique of creating these nanostructures can be used on many different types of metals and the team plans to work on strengthening magnesium, a metal that is even lighter than aluminum that could be used to make strong, lightweight body armor for soldiers.

Dr. Yuntian Zhu, a professor of materials science at North Carolina State University worked on the project to create the super strong aluminum alloy along with colleagues from the University of Sydney in Australia; the University of California, Davis; and Ufa State Aviation Technical University in Russia. He says the aluminum alloys have unique structural elements that, when combined to form a hierarchical structure at several nanoscale levels, make them super-strong and ductile.

Boeing Begins assembly of 1000th 767

EVERETT, Wash., Sept. 7 /PRNewswire-FirstCall/ -- Boeing (NYSE: BA) has begun assembly of the 1,000th 767 airplane at the factory in Everett, Wash. Mechanics took the first step in major assembly by loading the wing spar into the assembly tool. The spar is the internal support structure that runs through the full length of the wing.

"This is an important milestone for the 767, which has continued to evolve and improve since entering service nearly 30 years ago," said Kim Pastega, vice president and general manager of the 767 program, Boeing Commercial Airplanes. "The 767 is a high-performing twin-aisle airplane that delivers nearly 99 percent dispatch reliability every day for more than 90 operators around the world."

The 1,000th airplane, a 767-300ER (extended range) passenger model, is scheduled for delivery in February 2011 to long-time customer ANA (All Nippon Airways). ANA ordered its first 767 in 1979 and has taken delivery of 89 767s to date.

Boeing will use the 767 as the platform for its NewGen Tanker if it wins the U.S. Air Force KC-X Tanker competition. Contract award currently is scheduled for mid-November.

Officials in North Dakota, a state with open spaces and a U.S. Air Force base at Grand Forks, are lobbying for increased airspace in which to test and fly unmanned aircraft with various electronic sensing devices. It is also a prime goal of the Dayton region, which wants to support unmanned aircraft development at Wright-Patterson Air Force Base and the Springfield Air National Guard base.

The FAA has begun studying the issue. The agency says, however, that it must be assured that the remotely piloted aircraft will have reliable electronic systems aboard to automatically detect and avoid other planes before allowing them into airspace used by manned aircraft.
