Luis-Manuel Tomás Balibrea, presidente de la Federación de Asociaciones de Ingenieros Industriales de España, analiza en un artículo publicado hoy en 'Cinco Días' el borrador de Real Decreto del Gobierno para homologar las antiguas licenciaturas de ingeniería a los actuales máster. En él, critica que sea "farragoso e innecesario", y denuncia las injusticias que se podrían cometer incluso con los ingenieros técnicos.
Luis-Manuel Tomás Balibrea, presidente de la Federación de Asociaciones de Ingenieros Industriales de España, analiza en un artículo publicado hoy en Cinco Días el borrador de Real Decreto del Gobierno para homologar las antiguas licenciaturas de ingeniería a los actuales máster.
"Llevamos dos años solicitándole al Gobierno que legislara urgentemente para solventar la problemática de la falta de equiparación de los títulos de Ingeniero, de 5 o más años de duración, obtenidos con anterioridad a la implantación del Plan Bolonia, al Marco Europeo de Cualificaciones (EQF)", recuerda.
Hace dos semanas el ministro de Educación, José Ignacio Wert, anunciaba en el Congreso de los Diputados la inminente presentación de un real decreto para solventar esta problemática. "Sin embargo, en cuanto conocimos el texto del proyecto, algunos nos vimos obligados a alzar nuestra voz para advertir que no solo no solucionaba el problema planteado, sino que, además, creaba otros".
El presidente de los ingenieros industriales denuncia que "desde hace un año España viene incumpliendo el compromiso, adquirido con la Unión Europea en 2008, de equiparar su Marco Español de Cualificaciones para la Educación Superior (Meces) con el Europeo (EQF), siendo el último de los grandes países europeos pendiente de hacerlo". Situación de la que ha sido advertido el Gobierno "hasta, al menos, en dos ocasiones" por el Consejo de Estado.
El problema del real decreto elaborado "es que no solo ni referencia, ni adquiere compromiso alguno, en la cuestión de dicha equiparación europea, sino que para la propia equiparación nacional de nuestros títulos implanta un procedimiento con “sondeos”, “encuestas de opinión”, “estudios e informes”, “informes preceptivos y determinantes de la ANECA, del Servicio Jurídico del Ministerio, del Consejo de Universidades”, “trámites de información pública”, “medios o cauces de participación ciudadana”.
Según Tomás Balibrea, "un proceso largo, farragoso y, además, innecesario". "Prueba de ello, asegura, es que hace 15 años, nada más iniciarse el Proceso de Bolonia, Francia, con una sola línea en un decreto, estableció la correspondencia de los títulos de Ingeniero con el nivel de máster".
El ingeniero denuncia también que el borrador de real decreto contempla otorgar el nivel de grado, que requiere cuatro años de estudio, a los diplomados, arquitectos técnicos o ingenieros técnicos, que sólo cursaron tres. "Hay quienes creemos que eso significa regalar un año no cursado, y un nivel académico, sin contraprestación de esfuerzo alguno". Eso ha provocado críticas entre los propios colegios de ingenieros técnicos, que recuerdan que algunos de sus miembros han tenido que completar un grado de cuatro años para obtener su ingeniería técnica.
"Los gobernantes del momento hicieron creer a la sociedad española que Bolonia requería una completa reestructuración de las carreras universitarias para converger con Europa, porque algunos decían que en Europa era así, de que los nuevos grados fueran de cuatro años. Años más tarde, sorprendidos, los ciudadanos españoles comenzaron a enterarse que, además de en España, sólo en Chipre, Turquía y Eslovenia tenían esa duración". España, recuerda, Tomás Balibrea, tenía la fórmula de tres años de diplomatura más dos de licenciatura, totalmente adaptada a la actual convergencia europea, sin necesidad de cambiarla a la de cuatro de grado más uno de máster que se ha impuesto finalmente. Hasta el propio Wert, recuerda el ingeniero, presentó hace un año un informe que abordaba la necesidad de reimplantar el tres más dos.

Malaysia Airlines deeply regrets that we have to assume that MH370 ended in the southern Indian Ocean. As you will hear in the next hour from Malaysia’s Prime Minister, new analysis of satellite data suggests the plane went down in the Southern Indian Ocean.
On behalf of all of us at Malaysia Airlines and all Malaysians, our prayers go out to all the loved ones of the 226 passengers and of our 13 friends and colleagues at this enormously painful time.
We know there are no words that we or anyone else can say which can ease your pain. We will continue to provide assistance and support to you, as we have done since MH370 first disappeared in the early hours of 8 March, while flying from Kuala Lumpur to Beijing.
The ongoing multinational search operation will continue, as we seek answers to the questions which remain. Alongside the search for MH370, there is an intensive investigation, which we hope will also provide answers.
We would like to assure you that Malaysia Airlines will continue to give you our full support throughout the difficult weeks and months ahead.
Once again, we humbly offer our sincere thoughts, prayers and condolences to everyone affected by this tragedy.

Iberia acaba de entregar en la sede de AENA toda la documentación necesaria para optar a las licencias de handling de los 22 aeropuertos con menos de un millón de pasajeros al año, agrupados por el gestor aeroportuario en tres lotes, y cuya fecha para presentar propuestas vence esta tarde.
El reciente acuerdo alcanzado con los sindicatos de tierra de Iberia, que incluye medidas de productividad, flexibilidad y contención de costes laborales, ha permitido a Iberia presentar muy buenas ofertas para todos los concursos.
Ángel Marcos, director de Servicios Aeroportuarios de Iberia, ha tenido palabras de elogio para los sindicatos firmantes del acuerdo, UGT y CCOO, y en general para todos los trabajadores de Iberia en el área de aeropuertos: “Gracias al sentido de responsabilidad y al compromiso con el futuro demostrado por los sindicatos y por el colectivo de trabajadores de aeropuertos, hemos podido presentar propuestas muy potentes y competitivas. A la competencia técnica y de servicio de Iberia, acreditada por largos años de experiencia, y a su inversión permanente en formación, innovación y renovación técnica de equipos, se suman ahora una base de costes y una productividad que hacen la propuesta de Iberia sumamente competitiva”.
Iberia tiene previsto presentarse también a las licencias del resto de aeropuertos españoles, cuya fecha final de presentación de propuestas previsiblemente concluirá durante el verano.
Iberia Airport Services es la división de handling de Iberia, la primera empresa de handling de España y una de las más importantes de Europa. En la actualidad, presta servicio de asistencia a pasajeros, rampa y/o carga en 41 aeropuertos españoles, donde emplea más de 7.500 trabajadores. En 2013, atendió a cerca de 73 millones de pasajeros, que volaban en más de 310.000 aviones de más de 200 compañías aéreas clientes.

Australian Prime Minister Tony Abbott has announced that two objects have been located in the Australian search zone that could be related to the MH370 disappearance.
The objects were apparently picked up via satellite imagery, and a Royal Australian Air Force P-3 is en-route to investigate. The Australian Maritime Safety Authority (AMSA) – which is overseeing the southern search – is holding a press conference at 3:30 p.m. (Australian Eastern time), by which time more details should be known.
While Abbott describes the latest information as “credible,” he also stressed that the objects will be hard to find and may turn out to be unrelated.There have already been multiple false sightings of MH370 debris in various regions.
UPDATE – not too much more clarity from the AMSA press conference on what the debris might be. However, some interesting nuggets, particularly on what it means for the search effort. Here are a few of these developments:
- “It is a lead, and probably the best lead we have right now,” says AMSA. However, it may still turn out to be unrelated. Debris such as shipping containers are sometimes found in the ocean, but the size and number in the same area makes this particular debris “interesting.”
- The satellite images are “relatively indistinct,” but experts say they are credible sightings. The objects are of “reasonable size,” and appear to be awash. One object is 24 meters long, the other is smaller. The imagery so far is not precise enough to distinguish windows or markings.
- Futher images are expected “in due course” after satellites are directed to take hi-res images.
- An RAAF P-3 arrived at about 1.30pm AEDT, and three other aircraft followed. One of these, a U.S. Poseidon, is already on the scene. A second Australian P-3 will be there at 6p.m. AEDT, and an RNZAF P-3 will be there around 8p.m.
- The possible debris site is within the designated search area. It takes about 4 hours for a P-3 to fly there, leaving 2 hours of search time. Visibility in the area is described as poor.
- An RAAF C-130 has been tasked to drop marker buoys to determine current and drift.
- HMAS Success is en-route to the area, but it is still some days away. It is equipped to recover debris.
