Citation Longitude returns to EBACE, nears FAA certification

press release

GENEVA (May 28, 2018) – Textron Aviation Inc., a Textron Inc. (NYSE:TXT) company, is showcasing the company’s new super-midsize Citation Longitude business jet this week at the European Business Aviation Convention and Exhibition (EBACE) 2018. Fresh from its circumnavigation of the globe in March and now nearing Federal Aviation Administration (FAA) type certification, Textron Aviation’s flagship Citation Longitude will be on the vanguard of the FAA's latest certification requirements.

“We’re in the home stretch now and eager to move one step closer to delivering this new Citation flagship jet to our excited inaugural customers around the globe,” said Brad Thress, senior vice president of Engineering. “This is the most robust certification process we’ve ever been required to conduct for a Citation, which means we will deliver an exceptionally verified, clean-sheet aircraft that will thrill pilots and passengers alike. We’re introducing one of the most thoroughly-researched passenger experiences — one that will revolutionize the super-midsize category with its low cabin altitude, class-leading legroom and low decibel cabin sound levels that are half of its nearest competitor.”

Based upon the FAA's newest certification requirements, the number of the ground and flight test conditions to be met by the Longitude program is nearly double the amount completed on past certification programs. The team used five aircraft and nearly 50 ground test articles to expedite testing, whereas previous certification programs featured three aircraft and fewer than 30 ground assets. This innovative approach enabled the program to move swiftly through the development and certification process, while affording agility for enhancements driven by customer feedback.

Structural testing as well as component qualification testing is complete, while flight testing is wrapping up with nearly 3,000 total hours. The Longitude is built at Textron Aviation’s headquarters in Wichita, Kansas, where the assembly line is at full-rate production.

Earlier this year, the aircraft completed a 31,000-nautical mile world tour, demonstrating its performance and reliability throughout a broad array of environments across 12 countries. During the tour, the Longitude made various stops throughout Europe, including customer visits in Sweden, France, Italy, Switzerland and the U.K.

“Textron Aviation has more than 1,700 jets and turboprops based in Europe, so a key element of the Longitude’s development and certification process has been to seek out and incorporate feedback from our European operators,” said Rob Scholl, senior vice president, Sales and Marketing. “They are showing great interest in the Longitude’s class-leading amenities as well as its low operating costs, short field performance, cabin comfort and range.”

About the Citation Longitude
With a range of 3,500 nautical miles (6,482 kilometers) and full fuel payload of 1,600 pounds (726 kilograms), the Citation Longitude is designed to elevate passenger expectations in the super-midsize class by delivering a quiet cabin, a low cabin altitude (5,950 feet/1,814 meters), more standard features and a comfortable, bespoke interior. With seating for up to 12 passengers, including an optional crew jump seat, the Longitude features a stand-up, 6-foot tall flat-floor cabin. A standard double-club configuration delivers the most legroom in the super-midsize class. Fully berthable seats are designed and manufactured in-house and a class-leading walk-in baggage compartment is accessible throughout the entire flight. State-of-the-art cabin technology enables passengers to manage their environment and entertainment from any mobile device, while high-speed internet maximizes in-flight productivity.

The clean-sheet design of the Longitude integrates the latest technology throughout the aircraft, delivering what is anticipated to be the lowest ownership cost in its class. It features the next evolution of the Garmin G5000 flight deck and is powered by FADEC-equipped Honeywell HTF7700L turbofan engines featuring fully integrated autothrottles with envelope protection. With Garmin’s new Head-up Display (GHD 2100) and enhanced vision capability, the Longitude facilitates eyes-up flying. The spacious cockpit incorporates easier access and an ergonomic design that fully focuses on crew comfort and efficiency.

No super-midsize business jet offers more range, greater payload or higher cruise speed at a lower expected total ownership cost. The Longitude is designed to feature the longest maintenance intervals in its class — 800 hours or 18 months — expected to make it the most cost effective aircraft to operate in its category.

Bombardier Commercial Aircraft and Air Baltic Corporation AS (airBaltic) announced today that the parties have executed a firm purchase agreement for the sale and purchase of 30 CS300 aircraft with options and purchase rights for an additional 30 aircraft of the same type.

Based on the list price of the CS300 aircraft, the firm order is valued at approximately US$ 2.9 billion. This amount would increase to nearly US$5.9 billion should all 15 options and 15 purchase rights be exercised.

“As the C Series aircraft program continues to gain market acceptance, this significant reorder from our CS300 launch operator is a strong testimony to the aircraft’s exceptional in-service performance,”said Fred Cromer, President, Bombardier Commercial Aircraft. “Furthermore, we are proud that the CS300 has helped airBaltic maintain its position as one of the world’s most punctual airlines. The C Series aircraft is at the forefront of the small single-aisle market, and airBaltic played a key role in demonstrating its value. In the last 18 months, we have witnessed airBaltic’s growing leadership in the market, and we wish the airline further success with its expanded CS300 fleet.”

With this order, airBaltic becomes the largest European C Series customer and the second largest customer worldwide with 50 aircraft on firm order. The airline’s new business plan relies on significant expansion of routes from all three Baltic countries – Latvia, Estonia and Lithuania.

“As an early adopter of the C Series, we took a forward-looking decision on advanced technology to support our turnaround plan leading to sustainable profitability, and today we are benefiting from the most fuel-efficient small single-aisle aircraft. With demonstrated fuel savings of more than 22 percent, the CS300 aircraft plays a vital role in maintaining our operating cost at a low level. In 2017, we experienced outstanding growth and showed the world the unique capabilities and comfort of this innovative aircraft. We successfully executed our fleet modernization strategy, and are excited to further grow our fleet up to 80 CS300 aircraft while phasing out our other aircraft types in the next three years,” said Martin Gauss, Chief Executive Officer, airBaltic.

“We are now commencing the implementation of our next business strategy – Destination 2025, which foresees airBaltic expanding the map of its operations. A critical part of this new strategy is the introduction of a larger and exclusive fleet of all-CS300 aircraft, which are the most suitable aircraft for the markets in which we operate,” he added.

“2017 was the most successful year in the history of airBaltic during which the company achieved exceptional operational and financial results. This serves as solid proof of the success of the airline’s business strategy and operating model,” said Uldis Augulis, Minister of Transport, Republic of Latvia. “The new order is the largest investment in Latvia’s history and plays an important role in the development of the air infrastructure of the Baltic region with wide-ranging effects on exports, economy and jobs.”

Deliveries pertaining to this new order are scheduled to commence in the fourth quarter of 2019. Prior to this order, airBaltic had ordered 20 CS300 aircraft. The airline is currently operating revenue service with eight CS300 aircraft.

Airbus teams up to develop Space CARBon Observatory (SCARBO)

press release

Delivering miniaturised payloads for smallsat constellations

Improved frequency and lower costs to monitor anthropogenic greenhouse gases from Space

Toulouse, 25/05/2018 – The SCARBO (Space CARBon Observatory) project for improved measurement of greenhouse gases has been officially kicked off. It is funded by the European Union (EU) Horizon 2020 Programme and will be implemented by a consortium of seven European organisations led by Airbus.

The project aims at solving a key challenge of anthropogenic greenhouse gases (GHGs) monitoring from Space: improvement of the temporal revisit over the various sites of interest while increasing the accuracy and resolution of measurements. This is envisaged by implementing a novel miniaturised static spectrometer concept on a constellation of small satellites coupled with aerosol sensors and high end reference instruments.

A few days ago the consortium held its first User Advisory Board at Airbus in Toulouse, France, to ensure all key users’ needs (international, national and local institutions, European Commission, downstream industry and Space Agencies) are considered in the solution definition.

“The emerging policy needs for anthropogenic greenhouse gases monitoring from Space call for frequent observations, high accuracy and spatial resolution. To this end the Commission is currently considering to possibly expand its constellation of Copernicus satellites. With SCARBO, we could go beyond what Copernicus can do and complement the tremendous data provided by the Sentinels,” said Hugo Zunker, Copernicus Policy officer at the European Commission.

“Airbus is thrilled to lead this initiative, which is part of our continuous drive to bring disruptive technology to the space business by seeking new flexible and affordable solutions. We are strongly committed to the world’s effort to combat climate change and its impacts to our planet: with SCARBO we are proud to contribute to the United Nations’ “17 Sustainable Development Goals” adopted at the 2030 Agenda for Sustainable Development. Our long experience in environmental missions, and especially our strong involvement in the Copernicus programme, will be a great asset for SCARBO,” said Mathilde Royer-Germain, Head of Earth Observation, Navigation and Science in Airbus Space Systems.

The overall measurement concept will be experimentally validated through a dedicated airborne campaign with instrument prototypes in 2020. SCARBO is expected to be ready to work as a complementary system with the second generation of Copernicus satellites within a decade.

The consortium will assess commercial perspectives beyond institutional use of its data products at global, regional and local scales.

This project has received funding from the European Union’s H2020 research and innovation programme under grant agreement No 769032.

[video] Airbus SpaceDataHighway - 10,000 successful laser connections

https://youtu.be/WMtmniZE-iM

SpaceDataHighway: 10,000 successful laser connections - Reliability of 99.8 per cent

Press Release

Munich, 18 May 2018 – The SpaceDataHighway system – the world’s first ‘optical fibre in the sky’ based on cutting-edge laser technology – has achieved 10,000 successful laser connections. The reliability rate has reached 99.8 percent, and during the first one and a half years of routine operations these successful connections have downloaded more than 500 terabytes of data.

The system’s satellites are designed to lock on to low-orbiting satellites via laser and collect their data as they travel in low Earth orbit scanning the Earth. From its position in geostationary orbit, the SpaceDataHighway acts as a relay, transmitting the large quantities of data acquired by these observation satellites down to Earth in near-real time at a speed of 1.8 Gbit/s, instead of storing the data on board until the satellites pass over their own ground station.

The establishment of the laser connections is controlled by the SpaceDataHighway’s Mission Operation Centre which operates 24 hours a day, seven days a week at Airbus premises near Munich. Operators receive transmission requests from customers, programme the space and ground segment and monitor the performance of communications.

“While 2017 has been a year of ramp-up for the system, we have now reached more than 1,000 connections per month in 2018 with a very high level of reliability,” said
Hughes Boulnois, Head of the SpaceDataHighway programme at Airbus Defence and Space. “The total amount of data transferred is equivalent to around 100 million MP3 music files, but the transmission capacity of the SpaceDataHighway goes far beyond that.”

Each day, the SpaceDataHighway is capable to relay up to 40 terabytes of data acquired by observation satellites, Unmanned Aerial Vehicles or aircraft, to Earth. It is currently used by the European Union’s Copernicus programme, but its capacities could be used by many more customers.

In 2019, the system will also relay information from the Columbus module of the International Space Station (ISS). From 2020 the Pleiades Neo satellites will begin to use the SpaceDataHighway.

The SpaceDataHighway is a public-private partnership between the European Space Agency and Airbus, which today owns and operates the system, with the laser communication terminals developed by Tesat-Spacecom and the DLR German Space Administration. EDRS-A, the first SpaceDataHighway relay satellite launched in 2016, offers coverage from the American East Coast to India. A second satellite, EDRS-C, will be launched in 2019. It will double the system’s capacity and extend the coverage and redundancy of the system. Airbus intends to expand the SpaceDataHighway with a third node, ERDS-D, to be positioned over the Asia-Pacific region.

The A330neos will usher the brand-new Airspace by Airbus cabin concept, a consumer-centric cabin developed with passengers at heart and airlines in mind around the four pillars: Comfort, Ambience, Service and Design. These cabin options will ensure that the A330neos will set the benchmark in passenger experience and airline value, alongside its widebody partner, the A350 XWB.

Airbus and Boeing Statements on WTO Ruling

by alphabetic orders, their statements:

Airbus
WTO confirmed: no prohibited subsidies at Airbus, minor elements of actionable subsidies to be addressed

  • “Repayable launch investment” confirmed as legal financing mechanism for aircraft development.
  • · WTO confirms compliance fully achieved on A320 and A330, remaining tweaks on A380 and A350 only minor.
  • · 94 percent of all US / Boeing’s original claims now dismissed by WTO
  • · Any potential US sanctions, now likely to be minor compared to what we expect on the European case against Boeing, would be counter-productive, ill-timed and ultimately harmful to the airlines and passengers
  • · Report is only “half the story.” Much more interesting part – on Boeing’s more egregious and competition-damaging subsidies – to come later this year.
  • · Only real solution to 15-year-long dispute remains a negotiated deal

The WTO Appellate Body has published today the first of two rulings expected this year on subsidies in the large commercial aircraft dispute between the US and the EU. The first ruling is the Appellate Body’s final report on the EU’s compliance with previous World Trade Organisation’s (WTO) findings in the case against Airbus (DS316). The second ruling – dealing with Boeing’s case – is expected later this year.

In its report, the Appellate Body confirms the legality of the loan partnership approach between Airbus and European governments. The WTO Panel agrees further with earlier findings that the European repayable launch investment (RLI) loans for civil aerospace development projects do not constitute a prohibited subsidy and only few modifications are needed to achieve full compliance. The WTO has now dismissed in their entirety 94 percent of Boeing’s original claims.

The WTO confirmed that all aspects of the A320 and A330 programs are now in full compliance, and that only minor action remains on the A380.

On A350, minor elements of the RLI remain to be addressed. Airbus is currently implementing changes to respond to these findings. This means that any potential US sanctions, now likely to be minor compared to what we expect on the case against Boeing’s subsidies, could result to be counter-productive and ill-timed.

While Airbus is preparing to make adjustments to fully implement the WTO recommendations, Boeing continues to make its own subsidy matters worse with abusive Washington State tax breaks, bad for taxpayers and global trade harmony alike.

The Washington state corporate welfare scheme has provided record breaking state-level subsidies to Boeing for the launch of the 787 aircraft (USD 5 billion). A further State incentive package for the 777X valued at an additional USD 8.7 billion in 2013 made this the largest state-level subsidy package in the history of the United States. Boeing reportedly is also actively seeking further illegal tax breaks for the planned construction of the mid-sized B797 aircraft.
The second Appellate Body report later this year is expected to include the following:
·         $5-6 Billion in inconsistent subsidies between 1989 and 2006 – confirmed by the WTO Appellate Body report
·         Washington State Tax breaks for 2006-2024 - $ 3 Billion
·         Extension of these tax breaks for the 777X for a further $ 8.7 billion
·         Wichita Kansas tax abatements
·         Continued Foreign Sales corporation export subsidies (despite WTO rulings that these are prohibited subsidies
·         Continued NASA funded federal research programmes (confirmed by the AB as illegal subsidies)
·         Continued DOD subsidies (again confirmed illegal by the WTO AB)

Altogether, well in excess of USD 20 billion of non-repaid, illegal subsidies causing over 100 Bn in damage to global trade.

Such non-withdrawn subsidies continue to cause massive adverse effects in the form of lost sales for Airbus. The 787 Washington State tax breaks alone have been confirmed by the WTO to have caused Airbus to lose at least USD 16 billion in sales. The total amount of adverse effects, or lost sales to Airbus since the beginning of these disputes is estimated to be over USD 100 billion. Within the WTO’s Panel Report, published in 2017, the organization found issue with various Boeing practices, the most damaging of which continue.

Airbus CEO Tom Enders comments: “Today’s significant legal success for the European aviation industry confirms our strategy which we have followed over all those years of the dispute. Of course, today’s report is really only half the story – the other half coming out later this year will rule strongly on Boeing’s subsidies and we’ll see then where the balance lies.”

Enders continues, “The result is simple: Airbus pays back its loans, Boeing pays back nothing and continues to exploit the generosity of the U.S. taxpayer. Despite Boeing’s rhetoric, it is clear that their position today is straightforward healthy: they have half the market and a full order book, they have clearly not been damaged by Airbus repayable loans.”

Airbus General Counsel John Harrison added: “Airbus recognizes the importance of the WTO and the Appellate Body’s findings and will do what is necessary to correct any errors and this report confirms the efforts we are making. We likewise expect Boeing to take note when it comes to its compliance obligations. Boeing has in the past shown complete disregard by ignoring the recommendations and continuing with their illegal behavior.

And he further explained: “Boeing is now at more than 90 percent failed claims. This is proof of Boeing’s cynical PR motives in bringing this case about in the first place. It shatters Boeing’s claim it perpetuated for years that their WTO case undermines European industrial-government partnership.”

Airbus thanks the European Commission and the governments of France, Germany, the United Kingdom and Spain for their continuous support throughout the dispute process. “Airbus is grateful for the time and effort that has been invested in defending the interests of the aviation industry,” Airbus CEO Tom Enders stated.

Airbus calls for all parties to accept the global nature of trade and to put an end to the long-running, disruptive dispute. An amicable negotiation with no preconditions is the only viable solution, either between the EU and the U.S. or ideally a global agreement.

Commenting more broadly, Mr. Enders concludes: “The current geopolitical climate for trade is worrying, and industry players should not fuel it with unproductive disputes that undermine fair competition world-wide and impact the workers in this industry as well as our customers and operators. The consequences of such disputes extend beyond the aerospace industry and affect economic growth on a global scale.”

Boeing Statement on WTO Ruling
WTO determines EU has refused to honor rulings on massive European subsidies to Airbus
U.S. authorized to seek billions in retaliatory tariffs on imports from Europe

CHICAGO, May 15, 2018 /PRNewswire/ -- The World Trade Organization (WTO) today in its final decision found that the European Union (EU) has failed to honor multiple previous rulings and has provided more than $22 billion of illegal subsidies to European aircraft maker Airbus. After examining this case for more than a decade, the WTO has determined the EU must end its unfair business practices and remedy the ongoing harm caused by the illegal subsidies.

This landmark ruling by the WTO Appellate Body is the final decision in this case, which was initiated in 2006. Today's decision ends the dispute and clears the way for the United States Trade Representative (USTR) to seek remedies in the form of tariffs against European imports to the United States.

The authorized tariffs are likely to total billions in duties per year, unless and until Airbus addresses the illegal subsidies it received from European governments for its most recently launched airplanes. It is anticipated that U.S. tariffs will be authorized up to the amount of annual harm this market-distorting tactic is causing. Tariffs could be scheduled as early as 2019. This is expected to be the largest-ever WTO authorization of retaliatory tariffs.

"Today's final ruling sends a clear message: disregard for the rules and illegal subsidies is not tolerated. The commercial success of products and services should be driven by their merits and not by market-distorting actions," said Dennis Muilenburg, Boeing chairman, president and CEO. "Now that the WTO has issued its final ruling, it is incumbent upon all parties to fully comply as such actions will ultimately produce the best outcomes for our customers and the mutual health of our industry. We appreciate the tireless efforts of the U.S. Trade Representative over the 14 years of this investigation to strengthen the global aerospace industry by ending illegal subsidies."

The U.S. government, with Boeing's full support, has complied with WTO rulings stemming from the two cases the EU brought against the United States. One case has already ended in favor of the United States, and in the other, the vast majority of the allegations the EU made against the United States and Boeing were dismissed. Where there were narrow rulings against U.S. practices, they have been fully addressed to the WTO's satisfaction.

Just one finding against the United States now remains before the WTO, which concerns a Washington state tax measure. It is under appeal and should be decided later this year or in early 2019. Boeing believes that ruling will be reversed, but if not, Boeing has pledged to do whatever necessary to come into full compliance in the interest of upholding rules-based trade, which is essential to fairness and the future prosperity of the global aerospace industry.

Andalucía, centro del negocio aeronáutico internacional, gracias al IV Aerospace and Defence meetings Sevilla 2018

Press Release
